'0J WHEREAS, three different property owners claiming to be

d all the owners of record title of real property located within

the territory hereinafter described have filed Petitions
praying that a property owners improvement district be
established pursuant to Act 113 of the General Assembly of the
State of Arkansas for the year 1987 for the purposes herein set
out; and
WHEREAS, the Board of Directors of the City of Little
Rock, Arkansas has authority to create such a property owners
improvement district in that all of the said territory lies
within the boundaries of the City of Little Rock; and
WHEREAS, the Board of Directors of the City of Little
Rock, Arkansas has heard all the parties desiring to be heard
and has ascertained that said Petitions were signed by all the
owners of real property within said territory.
NOW THEREFORE, IT IS ORDERED by the Board of Directors of
the City of Little Rock, Arkansas:
Section 1. There is hereby established an improvement
district embracing the property in the City of Little Rock,
State of Arkansas described in the attached Exhibit "A" for the
purposes of purchasing, accepting as a gift, constructing or
maintaining facilities for waterworks, water distribution,
recreation, drainage, gas pipelines, sanitary sewers, streets,
roads and highways (including curbs and gutters) and sidewalks

together with facilities related to any of the foregoing or for
more than one (1) of such purposes all as set forth in the
Petitions described above. Said purposes are to be
accomplished in the manner and of the materials that the
Commissions of the district shall deem to be in the best
interest of the district and the cost thereof is to be assessed
upon the real property described in Exhibit "A" according to
the benefits received.
Said district shall be known as the "Carriage Creek
Property Owners Improvement District No. 639 of Little Rock,
Arkansas" (the "District "); and C.H. Murphy, III, L.K. Moore,
Jr. and Melvyn Bell who are owners of real property in said
District are hereby named commissioners and shall compose the
Board of Improvement of the District.
Section 2. It is hereby determined by the Board of
Directors that there is an immediate need for the improvements
contemplated to be constructed by the District in order to
provide for the public peace, health and safety, and therefore
an emergency is declared to exist and this Ordinance shall take
effect and be in force from and after its passage.

of Section 32: thence SO- 33' 57" W, 380.65' to the point of
beginning; thence S 850 56' 06" E, 326.82'; thence S 00 28' 33"
W, 263.76'; thence N 850 50' 47" W, 324.51'; thence N 00 01' 53"
W, 263.41' along the West line of the SW 1/4 NW 1/4 of Section
32 to the point of beginning, containing 85,642.709 square feet
or 1.966 acres more or less.
