AN ORDINANCE ESTABLISHING AND SETTING A
SERVICE CHARGE BASED ON A PERCENTAGE OF
THE BASIC TELEPHONE TARIFF RATE FOR THE
IMPLEMENTATION AND OPERATION OF A 9 -1 -1
EMERGENCY TELEPHONE SYSTEM; FOR OTHER
PURPOSES; AND DECLARING AN EMERGENCY.
WHEREAS, it has been determined to be in the public
interest to shorten the time and simplify the method required for
a citizen to request and receive emergency aid; and
WHEREAS, the Arkansas legislature has established a
funding mechanism for implementation and operation of an
emergency telephone system by passing Act 683 of 1985, which is
entitled the Arkansas Public Safety Communications Act of 1985;
and
WHEREAS, the City of Little Rock placed the 9 -1 -1 issue on
the November 1986 ballot and same was approved by the citizens of
this City.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. A service - charge of 2.78 shall be levied on
the basic tariff rate approved by.the Arkansas Public Service
Commission on all telephone access lines of any telephone system
within the corporate limits of the City of Little Rock for the
establishment of a 9 -1 -1 Public Safety Communications Center.
SECTION 2. The percentage of the service charge may be
modified by the Board of Directors from time to time as necessary
to fund the operation of the 9 -1 -1 system and communications
center by simple amendment to this ordinance or collection may
be suspended for certain periods of time, if it is determined
that adequate revenues are currently available.
SECTION 3. Said service charge shall be collected by any
telephone service supplier who provides telephone access service
within the corporate limits of the City of Little Rock at such
time as all service suppliers establish appropriate billing and
collection procedures.

SECTION 4. Amounts collected from said service charge
shall be remitted to the Finance Director of the City of Little
Rock no later than sixty (60) days after the close of each
calendar quarter.
SECTION 5. The service suppliers shall be entitled to
retain as an administrative fee, an amount equal to one percent
thereof.
SECTION 6. 9 -1 -1 revenue remitted to the City shall be
accounted for separately from other City revenues and any
increase accrued by deposit or investment shall be credited the
9 -1 -1 account.
SECTION 7. 9 -1 -1 revenues may be expended for only such
expenditures as are allowed by Act 683 of 1985. These
expenditures shall be recommended and budgeted by the Office of
Emergency Services and approved by the City Manager in accordance
with normal finance procedures and the City's budgetary process.
SECTION 8. Declaring an Emergency. Implementation of the
9 -1 -1 Emergency Telephone System will better enable the emergency
services providers to shorten the time and simplify the method
required for a citizen to request and receive emergency aid and
ensure the public's health, safety and welfare. It is hereby
declared that an emergency exists and this ordinance shall be in
full force and effect from and after its passage.
