HomeMy WebLinkAbout15439! ! ! ! ! ! ! ! ! ! ! ! ! ! 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 ORDINANCE NO. 15,439 AN ORDINANCE WAIVING THE REQUIREMENTS FOR COMPETITIVE BIDDING FOR A COMPUTERIZED POLICE AND FIRE RECORDS MANAGEMENT SYSTEM, AWARDING A CONTRACT TO NCR AND ADSI, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES. WHEREAS, the City of Little Rock invited competitive bids for computer hardware and software to operate a computer assisted dispatch system in February, 1987; and WHEREAS, information was received by all competitive bidders for a Police and Fire records package to be included within this system; and WHEREAS, the bid was eventually awarded to the NCR Corporation as noted in Resolution No. 7743 of the Board of Directors; and WHEREAS, it is now time to upgrade this system to add computer hardware and software for a Police and Fire records package; and WHEREAS, it is desirable to the City to have one vendor supplying all of this information in order to decrease the possibility of confusion as to who to contact if there is any problem with the system, and to avoid claims by one vendor that a specific problem is a result of another vendor's and to maximize the ability to integrate the Police and Fire records management application with the now installed computer assisted dispatch system. ! 72. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager is authorized to enter into a contract with NCR Corporation and ADSI, Inc. to purchase a Police and Fire records system to interface with the City's C.A.D. system for an amount not to exceed $310,000.00. SECTION 2. For the reasons stated within the preamble to this ordinance, the requirement for competitive bidding of this contract is waived because the City has determined it would be impractical and unfeasible to do so. SECTION 3. Because the maintenance and development of unified police and fire records systems that are integrated parts of the City's overall computer system is essential to the efficient operation of government; and because any delay in the integration of these systems would only work to the detriment of the health, safety, and welfare of the citizens, an emergency is therefore declared to exist and their ordinance will be deemed effective from the date of its passage.
