3 AN ORDINANCE DISPENSING WITH THE REQUIREMENT
4 OF COMPETITIVE BIDDING AND AUTHORIZING THE
5 CITY MANAGER TO ENTER INTO A CONTRACT WITH
6 TWO CITY EMPLOYEES, PAUL LEWIS AND CHESTER
7 BUTTS, AUTHORIZING THE CITY MANAGER TO AWARD
8 A CONTRACT FOR THE PURCHASE OF FORTY -NINE
9 (49) USED ELECTRIC GOLF CARS, FORTY -FOUR
10 (44) USED PULL CARTS AND MISCELLANEOUS
11 PARTS FROM PAUL LEWIS AND FORTY -THREE
12 (43) USED ELECTRIC GOLF CARS AND
13 MISCELLANEOUS PARTS FROM CHESTER BUTTS.

15 WHEREAS, the Board of Directors may dispense with the
16 requirement of competitive bidding in exceptional situations
17 where such procedure is not feasible; and
18 WHEREAS, the City of Little Rock has a need to purchase
19 the existing used golf cars, used pull carts and miscellaneous
20 parts currently in use at both Rebsamen Golf Course and Hindman
21 Golf Course for use by the public; and
22 WHEREAS, Paul Lewis and Chester Butts currently own this
23 equipment; and
24 WHEREAS, purchase of this equipment will allow the City.
25. of Little Rock to provide this service and maintain reasonable
26 fees for use by the citizens of the City of Little Rock.
27 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
28 OF THE CITY OF LITTLE ROCK, ARKANSAS:
29 SECTION 1. The Board of Directors hereby finds that
30 competitive bidding should be dispensed with for the purchase of
31 used electric golf cars, used pull carts and miscellaneous parts
32 as an exceptional situation exists and competitive bidding is
33 not feasible.
34 SECTION 2. The Board of Directors hereby authorizes the
35 City Manager to do business with two full -time City employees,

Paul Lewis and Chester Butts, for the limited purpose
of

a single purchase of used electric golf cars, used pull carts

and miscellaneous parts.

SECTION 3. The City Manager is hereby authorized
to
5
accept and award a contract to Paul Lewis for the purchase
of
6
forty -nine (49) used electric golf cars, forty -four (44) used
7
pull carts, and miscellaneous parts for the amount
of
8
$59,584.33.
9
SECTION 4. The City Manager is hereby authorized
to
10
accept and award a contract to Chester Butts for the purchase
of
11
forty -three (43) used electric golf cars and miscellaneous parts
12
for the amount of $33,850.
