AN ORDINANCE ADOPTING THE PORT SOUTH
DISTRICT LAND USE PLAN TO BE
USED BY THE CITY OF LITTLE ROCK
AS A GUIDE FOR FUTURE LAND USE
DECISIONS.
WHEREAS, the Office of Comprehensive Planning has
prepared a plan consisting of a Land Use Plan and text for
the Port South District to be used as a guide for future
land use decisions; and
WHEREAS,. the Planning Commission endorses and
recommends adoption of the plan; and
WHEREAS, the Board of Directors recognizes the need for
comprehensive district plans to provide for proper growth
and district stabilization.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:

PORT SOUTH DISTRICT LAND USE PLAN
GENERAL DESCRIPTION
The Port South Planning District is located in the extreme
southeastern portion of the City of Little Rock's planning
area. The District is outside the city limits but within the
city's extraterritorial planning boundary. The Port South
-District encompasses roughly nine square miles. It is bounded
by the Arkansas River on the east, by the Little Rock City
Limits on the north, Zeuber Road on the west, and on the south
a section line lying roughly two miles south of the City
Limits. At present, none of the District's property is zoned.
EXISTING LAND USE
At this time, the Port South District is undeveloped and rural
in appearance. Approximately half the District is currently
being cultivated. Half the District is vacant, neither
developed nor farmed. Most of this undeveloped - uncultivated
land lies in the floodplain. Another significant area of
undeveloped land lies between the Arkansas River and the levee.
There are currently twenty -six residential units, both stick
built homes and manufactured homes, in the District. Most of
these residential units are farm homes scattered along the
existing roads. Within this District there is no concentrated
pattern of residential development. In addition, the District
contains three industrial uses and a Southwestern Bell
Telephone facility. The only public use in the District is
the Fourche Creek Sewage Treatment Plant. One developed park,
the Corps of Engineer's Dam Site West Park, lies within the
Port South District. There are no office or commercial uses
within the area of the plan.
To the west of this District, Sweet Home and College Station
communities offer commercial facilities. In addition,
district residents can travel north to find neighborhood
commercial uses.
DEMOGRAPHICS
When the twenty -six dwelling units in the district are
multiplied by 2.41, the average residential density factor
for single family units in this portion of Pulaski County, a
population estimate of sixty -three residents is generated for
the Port South District. It is not anticipated that
significant residential development will occur within this
district due to such factors as: lack of streets, an
extensive floodplain, the threat of further flooding by the
Arkansas River, isolation from the main fabric of the City,
and the influences of the Port of Little Rock, Little Rock's
Slackwater Harbor, and the Little Rock Regional Airport
immediately to the north of the District.

LAND USE PLAN
The Port South District Land Use Plan has two goals: to allow
for future expansion of industrial uses lying to the north and
the protection of existing agricultural lands over the next
five to ten years. The Port of Little Rock, including and the
Slackwater Harbor, is immediately north of this district.
Industrial development outside the District has been
extensive. It is anticipated that industrial development
within the Port South District will likely occur primarily
north of Thibault Road. Industrial development and expansion
have been encouraged by proximity to the Little Rock Regional
Airport, the Slackwater Harbor, and rail facilities. In 1987
Little Rock had a rate of industrial construction
significantly above the national average. Whereas industrial
development nationwide decreased, it increased within the city
limits of Little Rock. In the remainder of the District,
agricultural use is shown for the life of this plan, five to
ten years.

The Port South Land Use Plan provides for an extension of the
Corps of Engineers Dam Site West Park north to the City Limits
line and the mouth of the Fourche Creek. Much of this land is
currently owned by the City. This park area, the majority of
which would be set aside for a nature preserve, would be
limited to land between the Arkansas River and the levee.
Because most existing residential units are farm homes tied to
existing agricultural uses, no broad areas of single family or
multi - family development are shown in this plan. Likewise, no
commercial or office uses are anticipated within, the next
.five to ten years.
CONCLUSION
Once adopted, the Port South District Land Use Plan will
serve as a guide when considering rezoning requests and
development proposals. This plan is the last in a series of
twenty -two district plans that cover the entire City of Little
Rock and extraterritorial areas on the developing fringe of
the City.
