HomeMy WebLinkAbout15474ORDINANCE NO. 15,474 AN ORDINANCE CONDEMNING CERTAIN STRUCTURES IN THE CITY OF LITTLE ROCK AS STRUCTURAL, FIRE AND HEALTH HAZARDS; DIRECTING THE CITY ATTORNEY TO TAKE SUCH ACTION AS IS NECESSARY TO RAZE AND REMOVE SAID STRUCTURES; DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES. WHEREAS, certain structures in the City of Little Rock, Arkansas, have become run -down, dilapidated, unsightly, dangerous, obnoxious, and detrimental to the public welfare of the citizens of Little Rock; and WHEREAS, the conditions of these structures constitute a serious structural, fire and health hazard; and WHEREAS, such structures are a public nuisance and are dangerous to the health and safety of the occupants or other persons and are in such condition as to be dangerous to the lives, limbs and property of people in its vicinity or lawfully passing thereby; and WHEREAS, immediate action should be taken to remedy these situations by either the rehabilitation or razing of the structures by the owners or the City of Little Rock. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. The Board of Directors hereby declare that the following structures constitute public nuisances. The Department of Public Works of the City of Little Rock will, immediately, attempt to notify the owners of the properties listed below of the passage of this Ordinance by certified mail. The properties on which the condemned structures are located by street address and legal description are hereafter set forth with the name of the owners of record, as follows: ADDRESS LEGAL DESCRIPTION OWNER 1413 Battery Lot 4, Block 18, Centennial Madison Guaranty Addn. & a strip of land 10' P. 0. Ms. Eura Brown 4200 West 18th Little Rock, AR 72204 Ms. Octavia J. Hall 5344 North 33rd St. Omaha, NE 68111 Robert W. Miller P. 0. The conditions of the structures on the above 197 described properties have been found to present structural, fire and health hazards and are dangerous to the health and safety of the occupants or other persons, and further the structures are in such condition as to be dangerous to the lives, limbs and property of people in its vicinity or those lawfully passing thereby. SECTION 3. The City Attorney is hereby authorized to institute such proceedings as may be necessary against such persons in order to enforce the provisions of this Ordinance so as to remedy the unsightly and dangerous conditions brought about as the result of the failure of the owners thereof to maintain these structures. SECTION 4. Upon the owner's failure to being rehabilitation or to raze and remove the structures within ninety (90) days of the effective date of this ordinance, the City of Little Rock shall be authorized to raze and remove said structures and file and foreclose upon a lien against said property for the cost of razing and removing said structures. SECTION 5. Unless the provisions of this Ordinance are put into effect immediately, the public peace, health, safety and welfare of the citizens of Little Rock will be adversely affected; therefore, an emergency is hereby declared to exist, and this ordinance shall be in full force and effect from and after its passage. 1985 Page 4 PASSED: Pay 3, 1988 ATTEST: p. tt C Y CLERK E CZECH MA OR LOT IE SHACFALPORD
