AN ORDINANCE TO AMEND ORDINANCE NO. 14,062,
AS AMENDED BY ORDINANCE NO. 15,301, TO PROVIDE
FOR A PHYSICIAN MEMBER OF THE LITTLE ROCK
AMBULANCE AUTHORITY, DECLARING AN EMERGENCY,
AND FOR OTHER PURPOSES.

BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. Section 2(a) of Ordinance 14,062, as amended by
Ordinance No. 15,301, is hereby amended to read as follows:
(a) A physician member of the group with whom the
City contracts to provide medical advice,
physician supervision, and medical quality control
to the city ambulance service system.
SECTION 2. Emergency clause. It is critical that the City
assure quality medical control and physician supervision of
the ambulance authority. It is also critical that a physician
involved in that control and supervision be an active part of
the ambulance authority board of directors. However, the
present ordinance permits only the President of AEPF to serve
on the ambulance authority board of directors. If, for any
reason, the President is unable or unwilling to serve, a vital
City interest is unmet. For example, since members of the
ambulance authority board must reside within the City, this
position would be vacant if AEPF elected a President who lives
outside the City. Or, if the President of AEPF refused to
comply with other provisions concerning service on City
boards, as is presently the case, this position would be
vacant. Because of this problem this ordinance is being
amended. The Board of Directors declares that the health,
safety and welfare of the citizens requires that the ambulance
