3 AN ORDINANCE AMENDING THE MASTER STREET
4 PLAN FOR THE ALIGNMENT, FUNCTIONAL CLASSIFICATION,
5 AND DESIGN STANDARDS OF ROADS BETWEEN HIGHWAY 10
6 AND KANIS, CITY LIMITS AND FERNDALE CUTOFF ROAD,
7 AND OTHER MATTERS

10 WHEREAS, after reviewing the traffic volumes, the City
11 Engineering and Planning Staffs support the plan amendment, and
12
13 WHEREAS, the Planning Commission, after review and public
14 hearing, recommends approval of the amendment,
15
16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
17 THE CITY OF LITTLE ROCK, ARKANSAS.

19 Section 1. That the Little Rock Master Street Plan for the
20 area between Kanis and Highway 10, and Ferndale and the City
21 Limits, is amended to be as shown on Exhibit A.

23 Sect_ion_2. That the minor arterial shown on the City's Master
24 Street Plan from the western end of Taylor Loop Road over to
25 the Chenal Parkway will be constructed, with modified
26 standards. The arterial will have a 70 foot right -of -way,
27 45 foot paving from back -of -curb to back -of -curb, and 12
28 percent grade (collector standard). Construction will be
29 phased with widening to the full required width when the
30 traffic volume reaches 12,000 vehicles per day. A two -lane
31 section will be allowed through the hill area, with a 70 foot
32 right -of -way, 12 foot travel lanes and 8 foot paved shoulders.
33 This section will not have to be widened by the developer when
34 the 12,000 ADT is reached. In addition, no parking will be
35 allowed on the arterial, there will be no direct access to the

arterial from houses, curb cuts will be spaced at 300 foot
intervals in non - residential and multifamily areas, and
intersections will be flared with additional right -of -way
provided.
Section 3. That the proposed collector on the west side of
the Chenal Parkway connecting to the new arterial going to the
west end of Taylor Loop will be built to collector standards,
with the intersection with Chenal Parkway flared in the same
manner as the east side of the Parkway where the arterial
intersects. No parking will be allowed along the collector;
driveways will be spaced at 200 foot intervals; and the
developer will work to minimize driveways by providing
adjacent driveway access points.
Section 4. That in the southern part of the Deltic property,
where collectors will have traffic volumes over 5,000 ADT, no
parking will be allowed, intersections will be flared and
right -of -way provided for the flaring, curb cuts for driveways
will be minimized through joint driveways, lots not directly
accessing the collectors, and 200 foot spacing of driveways -
except in hardship cases and unique situations. The driveway
requirements will be subject to review during the platting
stage of development.
