AN ORDINANCE CONFIRMING THE ESTABLISHMENT OF
WATER AND SEWER IMPROVEMENT DISTRICT NO. 141
OF LITTLE ROCK, ARKANSAS
WHEREAS, parties claiming to be a majority in value or
more in assessed value of real property located within the
territory hereinafter described, have filed petitions praying
that an improvement district be established for the purposes
hereinafter set out; and
WHEREAS, after due notice as required by law, the
Board of Directors of the City of Little Rock, Arkansas (the
"City ") has heard all the parties desiring to be heard at public
hearings held June 21, 1988 and September 6, 1988, and has
ascertained that said petitions were signed by a majority in
value or more in assessed value of the owners of real property
within the territory; and
WHEREAS, by Ordinance No. 15,504 of the City, adopted
and approved June 29, 1988 ( "Ordinance No. 15,504 "), there has
been established Water and Sewer Improvement District No. 141 of
Little Rock, Arkansas (the "District ") embracing the territory
hereinafter described;
NOW, THEREFORE BE IT ORDAINED by the Board of
Directors of the City of Little Rock, Arkansas:
Section 1. That there is hereby confirmed the
establishment of the District which embraces the following real
property in the City of Little Rock, County of Pulaski, State of
Arkansas, to -wit:
The South , of SW ; of Section 4, T -1 -N, R -13 -W,
a part of the NW ; Section 9, a part of the NE ;,
Section 9 and a part of the SW ;, Section 9, T -1 -N,
R -13 -W, City of Little Rock, Pulaski County, Arkansas,
being more particularly described as follows:
Commencing at the NW corner of said Section 9 for
the Point of Beginning; thence South along the West
Line of Section 9, 663.46 feet; thence East 338.37
feet to the NE corner of S i, W z, W z, NW ;, NW ; of
Section 9; thence South, 661.04 feet to the SE corner
of S ;, W ,, W i, NW;, NW ;, of Section 9; thence East
along the South line of NW ;, NW ;, Section 9, 1010
feet more or less to the Centerline of Bowman Road;
thence South along the Centerline of Bowman Road to a

point that is 449 feet more or less North of the South
line of the NW % of Section 9; thence leaving said
Centerline in a Westerly direction and parallel to the
South Line of said NW ',, 388 feet to a point; thence
South, 209.1 feet; thence West, 154.2 feet; thence
South, 239.9 feet to the South Line of NW ; of Section
9; thence continue South, 487.5 feet; thence West, 778
feet to the West Line of said Section 9; thence South
along the West Line of said Section 9; 990 feet;
thence East, 1350 feet more or less to the Centerline
of Bowman Road; thence North along the Centerline of
Bowman Road, 1477.5 feet more or less to the South
Line of NW ', of said Section 9; thence East along the
said South Line 1320 feet more or less to the Center
of said Section 9, thence North along the West Line of
the NE ; of said Section 9; 1332.7 feet; thence East
166.1 feet; thence North, 877 feet; thence West 163.5
feet more or less to the West Line of said NE ;;
thence North along said West Line 440 feet more or
less to the NW corner of said NE ;, Section 9; thence
North, 1320 feet more or less to the NE corner of the
South 1,2 of SW ', of said Section 4; thence West along
the North Line of said South 2640 feet more or less
to the NW corner of said South z; thence South along
the West Line of said Section 4, 1320 feet more or
less to the Point of Beginning, containing 237 acres
more or less.
for the purposes of constructing within the District a public
water distribution and sanitary sewer collection system to serve
the inhabitants of the District, and constructing a public water
distribution and sanitary sewer line or lines beyond the boun-
daries of the District, if necessary, to make the desired
connection with the water distribution and sanitary sewer
systems of the City of Little Rock, Arkansas; such purposes to
be accomplished in the manner and of the materials that the
commissioners of the District shall deem to be in the best
interest of the District, and the cost thereof to be assessed
upon the real property above described according to the benefits
received.
Section 2. That Harold Smith, Warren Stephenson and
Valentine Balsam, who are owners of real property within the
District, are hereby named and confirmed as commissioners and
shall compose the Board of Improvement for the District.

Section 3. That Ordinance No. 15,504, as hereby
confirmed, shall remain in force and effect. This ordinance
shall be in full force and effect from and after its passage.
