WHEREAS, the budget projections for the City of Little Rock for 1989 now project a deficit at the end of the year; and WHEREAS, the City has certain reserve funds on hand which are no longer needed for any other purpose; and WHEREAS, the 1989 Operating Budget for the City includes certain vacant staff positions which the City Manager does not recommend filling; and WHEREAS, the 1989 Operating Budget for the City can be reduced in the area of street resurfacing and still provide for adequate service levels. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors of the City of Little Rock hereby appropriates the following amounts to the General Fund balance to meet the needs of the 1989 Operating Budget: (1) $130,000 From the General Fund reserve for a loan to the Advertising and Promotion Commission. (2) 43,462 From the General Fund reserve for capital projects. (3) 88,000 From the Revenue Sharing Fund for Economic Neighborhood Development. The Board of Directors of the City of Little Rock accepts the recommendation of the City Manager that the vacant staff positions listed on Exhibit A be eliminated and hereby directs that the 1989 Operating Budgets for the organizations listed on Exhibit A be reduced by the indicated amounts totaling $232,040. SECTION 3. The Board of Directors of the City of Little Rock accepts the recommendation of the City Manager that the City's street resurfacing program for 1989 can be reduced. Therefore, it hereby directs that the Street Fund Operating Budget for the Public Works Department, Street and Drainage Maintenance Division, Street Resurfacing Account (Code 200 -220- 2100 -3030) be reduced by $290,000.
