AN ORDINANCE APPROPRIATING FUNDS TO METROPLAN
FOR PARTICIPATION IN A REGIONAL SOLID WASTE
MANAGEMENT STUDY; AND DISPENSING WITH
COMPETITIVE BIDDING.
WHEREAS, effective solid waste management is an essential
issue affecting the City's ability to grow and prosper in
central Arkansas; and
WHEREAS; Ant A70 of 19R9 reTlires develonmant of a nlan
for solid waste disposal.suggesting a regional approach to solid
waste management; and
WHEREAS, Metroplan, as a council of local governments, is
uniquely qualified to perform such services inasmuch as the
Council performs similiar planning studies for its members.
NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: There is hereby appropriated from the Special
Projects Fund, $61,000 to fund Little Rock's portion of
Metroplan's regional solid waste study.
SECTION 2: The Mayor is authorized to enter into an
interlocal cooperation agreement and such other documents as may
be necessary evidencing the City's involvement in this
project.
SECTION 3: Inasmuch as Metroplan, as a council of local
governments uniquely represents all of the entities involved in
this management study, there is hereby determined that the need
for competitive bidding is waived.
