ORDINANCE NO. 14,669
AN ORDINANCE APPROVING A PLANNED UNIT
DEVELOPMENT AND ESTABLISHING A PCD
DISTRICT TITLED HEALTHY LAWNS AND
SHRUBS (Z- 3969 -A) IN THE
CITY OF LITTLE ROCK, ARKANSAS,
AMENDING CHAPTER 43 OF THE CODE OF
ORDINANCES OF THE CITY OF LITTLE ROCK;
AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zone classification of the following
described property be changed from "R -2" to "PCD ":

Part of the W 1/2, E 1/2, W 1/2, NW 1/4, SE 1/4, Section 2,
T -1 -N, R -13 -W, Pulaski County, Arkansas, more particularly
described as: Beginning at the NW corner, W 1/2, E 1/2, W
1/2, NW 1/4, SE 1/4, Section 2, T -1 -N, R -13 -W, Pulaski
County, Arkansas; thence East along the South right -of -way
of West 5th Street to the East line of the W 1/2, E 1/2, W
1/2, NW 1/4, SE 1/4, 330 feet; thence South along said East
line 293 feet to the North line of Rock Creek floodway
boundary; thence N 51° 26' 47" W along North line of Rock
Creek floodway boundary to the West line of said NW 1/4,
SE 1/4, 421.98 feet; thence North along said NW 1/4, SE 1/4,
30 feet to the point of beginning, containing 1.41 acres,
more or less.
SECTION 2. That the preliminary site development plan /plat
be approved as recommended by the Little Rock Planning
Commission.
SECTION 3. That the change in zoning classification
contemplated for Healthy Lawns and Shrubs PCD is conditioned upon
obtaining a final plan approval from the Planning Commission
within the time specified by Article IX, Section 9.101 of the
Code of Ordinances; and
1. The removal of the present 6- foot board fence.
2. Plant in its stead a compact screen of 6 -foot tall red
top photenias.
3. Locate the drive so as to use West Capitol Avenue as
the access in and out.
4. No burning of debris or trash on site.
5. No hauling of such material to the site from job
sites.
SECTION 4. That the map referred to in Chapter 43 -1 of the Code
of Ordinances of the City of Little Rock, Arkansas, and
designated district map be and it is hereby amended to the extent
and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.

SECTION 5. That this Ordinance shall take effect and be in
full force upon final approval of the plan by the Planning
Commission.
