WHEREAS, the Board of Directors of the City of Little Rock, •e Arkansas seeks to control and coordinate the type, placement and physical dimensions of signs within the different use zones, to recognize the commercial communication requirements of all sectors of the business community and further seeks to protect the public health and welfare; and WHEREAS, the Board of Directors of the City of Little Rock, Arkansas has noticed an ever increasing proliferation of off - premise signs and bill boards within the city limits; and WHEREAS, different options are currently being considered to balance the interests of the public with the right of business to communicate commerical messages; and WHEREAS, it is felt that a ninety (90) day moratorium will allow the Board to study these options and to implement a course of action designed to further the public interest. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. A moratorium on the issuance of all permits for bill boards is hereby declared. The moratorium shall be in effect for ninety (90) days from the effective date of this ordinance and no permits for bill boards shall be issued during that time. Section 2. Emergency Clause. Because of the compelling public need to control the unregulated proliferation of bill boards and because any further delay might hamper the ability of the City to effectively control and implement it program, 100 an emergency is hereby declared to exist and this ordinance shall be in effect from and after the date of its passage.
