ORDINANCE NO. 14,405
AN ORDINANCE EXTENDING THE MORATORIUM ON
THE ISSUANCE OF PERMITS FOR BILLBOARDS
ESTABLISHED BY ORDINANCE NO. 14,364 TO
AND INCLUDING APRIL 19, 1983; AND DECLARING
AN EMERGENCY.
WHEREAS, the Board of Directors on December 7, 1982, by

Ordinance No. 14,364 imposed a moratorium of ninety (90) days on
the issuance of permits for billboards in the City of Little Rock to
allow time to study the options available to the City to control
the unprecedented proliferation of off - premise signs and billboards;
and
WHEREAS, the problem has proved to be of much greater complexity
and difficulty than originally anticipated; and
WHEREAS, it is imperative that considerable additional study
be devoted to this matter in order to arrive at a practical and
equitable solution,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The moratorium heretofore imposed on the issuance
of permits for off - premise signs and billboards is hereby extended
to and including April 19, 1983.
Section 2. It has been found and is determined by the Board
of Directors of the City of Little Rock, Arkansas, that the recent
unprecedented proliferation of billboards in the City threatens the
public's rights in the environment, in traffic safety, in the
maintenance of property values, and in the continued economic growth
of tourism, and that this measure is necessary to protect the public
health, safety and welfare. Therefore, an emergency is declared to
exist and this Ordinance shall take effect and be in force from the
date of its approval.
