ORDINANCE NO. 14,573
AN ORDINANCE WAIVING COMPETITIVE BIDDING,
AWARDING A CONTRACT TO MOODY EQUIPMENT
COMPANY, APPROPRIATING - FUNDS; DECLARING
AN EMERGENCY.
WHEREAS, an exceptional situation exists and competitive
bidding should be waived so that the City may immediately
purchase salt spreaders; and
WHEREAS, Moody Equipment Company has agreed to sell two salt
spreaders for $12,200.00 to the City of Little Rock; and
WHEREAS, the salt spreaders are immediately necessary in the
event winter weather continues and the streets of Little Rock
again ice over.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock Board of Directors
hereby declares that an exceptional situation exists and
competitive bidding is hereby waived.
SECTION 2. A contract is hereby awarded to Moody Equipment
Company for two salt spreaders for $12,200.00. The City Manager
is authorized to award the contract to Moody Equipment for a
total price not to exceed the above mentioned figures.
SECTION 3. There is hereby appropriated from the General
Fund $12,200.00 for the salt spreaders.
SECTION 4. Declaring an emergency. It is hereby found and
determined that there is an immediate and urgent need for the
purchase of salt spreaders by the City of Little Rock in order to
have the proper equipment necessary in the event of an additional
ice and /or snow storm. Conditions exist such that exceptional
bidding must be waived and the salt spreaders are immediately
necessary for the preservation and advancement of the public
peace, health and safety. Therefore, an emergency is hereby
declar e to exist and this ordinance being necessary for the
preservation and advancement of the public peace, health and

safety, shall be in full force and effect from and after its
passage.
