AN ORDINANCE AUTHORIZING POLICE CADETS TO
ISSUE TICKETS CHARGING PERSONS WITH PARKING
VIOLATIONS; DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
Section 1. Police cadets, designated by the Chief of
Police, Little Rock Police Department, are hereby authorized to
issue tickets charging persons with violations of Little Rock
city ordinances regulating the parking of motor vehicles, which
authority shall for such purpose be equal to that of regular law
enforcement officers of the Police Department.
Section 2. It has been found and is declared by the Board
of Directors that a recent court decision has cast doubt on the
authority of police cadets to issue tickets charging parking
violations; that this development has posed a serious problem in
the enforcement of parking regulations in the City; that there is
urgent need to clarify the authority of police cadets in this
connection; and that this measure will provide the remedy.
Therefore, an emergency is declared to exist, and this ordinance,
being necessary for the preservation of the public peace, health,
and safety, shall take effect and be in force from the date of
its approval.
