ORDINANCE NO. 14,527
AN ORDINANCE AMENDING LITTLE ROCK CODE
SECTION 39 -25(c) REGULATING TRAFFIC ON
ONE -WAY STREETS TO CONFORM TO STATE
LAW; DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
Section 1. Section 39 -25(c) of the Code of Ordinances of
the City of Little Rock, Arkansas, is hereby amended to read as
follows:
(c) Steady red alone, or stop:
(1) Vehicular traffic facing the signal shall
stop before entering the crosswalk on the
near side of the intersection or, if none,
then before entering the intersection and
shall remain standing until green or "Go"
is shown alone, except that:
(a) ' Vehicular traffic facing such signal
may, after coming to a complete stop,
cautiously enter the intersection for
the purpose of making a right turn only,
unless there is a sign prohibiting such
turn; and
(b) Vehicular traffic in the left lane of a
one -way street facing such signal may,
after coming to a complete stop,
cautiously enter the intersection for
the purpose of making a left turn into
the left lane of another one -way street
only, unless there is a sign prohibiting
such turn.
(2) No pedestrian facing such signal'shall enter the
roadway unless he can do so safely and without
interfering with any vehicular traffic.
Section 2. Emergency. It has been found and is determined
by the Board of Directors that existing regulations relating to
vehicular and pedestrian traffic at certain locations in the City
have proved to be deficient and pose a serious threat to persons
using the streets and crosswalks. An emergency is, therefore,
declared to exist and this ordinance being necessary for the
preservation of the public peace, health, and safety, shall take
effect and be in force from the date of its approval.
