ORDINANCE NO. 14,501
AN ORDINANCE ESTABLISHING THE ARENA
FACILITIES COMMISSION; AND APPOINTING
MEMBERS.
WHEREAS, the City of Little Rock has a need for
facilities for performing arts, sporting events, entertainment
events and large convention -type events; and
WHEREAS, such facilities will improve the quality of life
in this community; and
WHEREAS, an arena facility and a Center for the
Performing Arts will attract conventions and tourists that will
bring in necessary monies to the citizens of this City; and
WHEREAS, construction of these facilities would create
new jobs and increase tax revenues; and
WHEREAS, a commission is needed to investigate the
concept of building such facilities; and
WHEREAS, a commission is needed to supervise the study as
to whether it is financially feasibile to construct these
facilities; and
WHEREAS, a commission is needed to contract for a
marketing feasibility study for the limited - partnership revenue
anticipation note concept; and
WHEREAS, a three - member arena commission should be
composed of members of the Board of Directors as they are elected
officials and are responsible to all of the citizens of Little
Rock.
THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. There is hereby established an Arena
Facilities Commission composed of three members of the Board of
Directors of the City of Little Rock.

Section 2. The following members of the Commission are
hereby appointed:
(a) Webb Hubbell
(b) Lottie Shackelford
(c) Gale F. Weeks
Section 3. The members shall serve without compensation
until such time as the need for the commission ceases to exist or
the Board of Directors revokes their authority by ordinance. In
the case of a vacancy, the successor shall be appointed by the
Board of Directors.
Section 4. The Commission is hereby authorized to do the
following:
(a) Pay any and all expenses incidential to and in
connection with the investigation as to the
possible construction of an arena facility
and a Center for the Performing Arts;
(b) Commission marketing and financial feasibility
studies in connection with the facilities;
(c) Prepare reports for the Board of Directors on
the facilities and their progress;
(d) Hold meetings as are necessary to carry out all
necessary duties;
(e) Work in cooperation with an other individuals
who may be interested in participating in
determining the need for the facilities and /or
determining the development of the project; and
(f) If verified by the studies, recommend to the Board
of Directors that property be purchased, that bonds
be issued, and that the facilities be constructed.
Section 5. The Commission is authorized to consult and
utilize the services of the staff of the City of Little Rock and

other individuals who can assist in carrying out the duties and
responsibilities of the Commission.
Section 6 This Ordinance shall be in full force and
effect from and after its passage.
