WHEREAS, a Request for Proposal was issued to provide literacy training to City employees required to obtain a commercial driver's license; and WHEREAS, of the two respondents, only the Literacy Council of Pulaski County has a program established which will meet the need of the City to enhance reading skills of these employees. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The City Manager is hereby authorized to enter into a contract with The Literacy Council of Pulaski County in an amount not to exceed $25,000 to provide workplace literacy training for City employees required to obtain commercial driver's licenses. SECTION 2: Funds are available in Account No. 210 - 112 -0163. ADOPTED: November 6, 1990 ATTEST: APPROVED: 'Wi ff-, I My, + • i k- ,y 3 kc -7 TO: FROM: DATE: EARL PAUL ASSIS ANT CITY MANAGER- ADMINISTRATION B E D R OF PERSONNEL OCTOBER 22, 1990 SUBJECT: LITERACY TRAINING PROVIDER SELECTION In accordance with Ordinance 15,221 which governs selection of professional services, the City issued a Request for Proposal to provide literacy training to designated employees. Two responses were received. A committee was appointed by the City Manager to evaluate the proposals. Serving on the Committee were: Britt Rice (Chair), Personnel Director, City of Little Rock Vernon James, Personnel Director, Little Rock Convention Center Reggie Corbitt, Manager, Little Rock Wastewater Utility Bill Bunten, Asst. Director Parks & Recreation, City of Little Rock Curt Dawson, Director of Employee Relations, City of Little Rock The Proposals had been submitted by Born Free, Inc., and Pulaski County Literacy Council. The latter had experience in providing work related literacy training and appeared most qualified. In addition, Pulaski County Literacy Council has already been working since July of this year with us. The Committee recommended to award the contract to this non - profit agency. The 1991 budget includes $25,000 for this special project. 425
