WHEREAS, the Board of Directors has become increasingly aware of the shortage of bed space for the holding of prisoners in Pulaski County, and WHEREAS, this shortage of bed space has created a critical overcrowding problem for the Little Rock Jail as well as other jail facilities located throughout the county, and WHEREAS, the ability to incarcerate people sentenced to jail is an important theory of punishment which must be preserved, and WHEREAS, the inability to incarcerate prisoners sentenced to jail substantially undercuts the integrity of the criminal justice system and its ability to impose justice on a fair and consistent basis. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The Board of Directors recognizes the critical need for the building of a new eight hundred bed jail facility to house criminal detainees in Pulaski County. SECTION 2: The City of Little Rock Board of Directors wishes to go on record as aggressively supporting a temporary county wide one cent sales and use tax for the construction of a new eight hundred bed jail facility. 49 p -9 • • 50 ADOPTED: February 6, 1990 ATTEST: wel ••8 • APPROVED: !fJ bji4r MAYOR LO G.
