4 A RESOLUTION TO COMMEND EMPLOYEES OF THE
LITTLE ROCK REGIONAL AIRPORT, THE LITTLE
5 ROCK POLICE DEPARTMENT AND THE LITTLE ROCK
6 FIRE DEPARTMENT FOR THEIR EFFORTS IN
7 RESPONDING TO THE CRASH OF AN EASTMAN
8 KODAK CORPORATE JET ON JANUARY 19, 1990.
9 WHEREAS, a corporate jet owned by Eastman Chemical
10 Division of the Eastman Kodak Company caught fire and crashed on
11 attempting to land at the Little Rock Regional Airport shortly
12 after 5 p.m. on January 19, 1990; and
13 WHEREAS, it was necessary to extinguish the fire and
prevent a possible explosion; and
14 WHEREAS, it was necessary to immediately determine if
15 there were any survivors of the crash or if persons on the
16 ground had been injured or killed; and
17 WHEREAS, all seven passengers aboard the plane were
18 killed in the crash; and
WHEREAS, debris from the plane was strewn on airport
19 runways and nearby streets and there was a need to control
20 pedestrian and vehicular traffic in the area to prevent
21 additional injuries and preserve evidence; and
22 WHEREAS, the crash necessitated immediate action to close
the airport to incoming and outgoing traffic because of the
23 danger g presented by the debris; and
24 WHEREAS, there was an immediate and continuing need to
25 inform and update the press the Eastman officials about details
26 of the crash; and
27 WHEREAS, Airport Manager James Rodgers, Assistant Manager
Bill Flowers and the airport staff took immediate action to
28 close the airport to incoming and outgoing air traffic to avoid
29 additional accidents and took other action as necessary to
30 minimize the impact of this tragedy on other passengers; and
31 WHEREAS, Little Rock firefighters Capt. Larry Worley and
32 Drivers Billy Taylor, Pete Rosenow and Bobby Jones responded
immediately from the Crash Station and remained at the scene as
33 long as necessary to prevent further injuries and property
34 damage; and
35 WHEREAS, Little Rock Fire Chief Rubin Webb, Assistant
36 Chief Jerry Massey, Public Information Officer Donald Forrester,

1 Officer Floyd Burns, Assistant Fire Marshal Gregory Summers,
2 District Chief J. B. Davis and crews on Shift A of Engines 2, 4,
3 5, 6, 8, and 13, Truck 2 and Rescue Unit 730 responded
immediately from Central Station and Stations 2, 4, 6 and 13 and
4 remained at the scene as long as necessary to prevent further
5 injuries and property damage; and
6 WHEREAS, Little Rock police Officers Donald Jones, Jessie
7 Briscoe and Larry Ironside, stationed at the airport, responded
8 immediately to the scene of the crash, called for additional
police assistance and assisted in locating victims and securing
9 the scene; and
10 WHEREAS, Little Rock Police Patrol Capt. Randy Reed
11 assumed command of the police officers at the scene and acted as
12 a liaison Administration officials; and
13 WHEREAS, Little Rock Police Patrol Lt. John Martin
assumed responsibility for assigning posts to Patrol officers at
14 the scene; and '
15 WHEREAS, Little Rock Police Lt. Charles E. "Doc" Holladay
16 served as liaison with the media, provided information as it
17 became available, conducted press conferences and served as a
liaison with the National Transportation Safety Board and
18 Federal Aviation Administration officials; and
19 WHEREAS, Little Rock Police Sgts. Monty Vickers and Don
20 McElhaney and Officers Ken Blankenship, Steve Dillon, Michael
21 Owens, Gary Shelton, Mark Fisher, Milton Porterfield, David
22 Smith, David Barnett, Ted Adkins, Sam Gately, Scott Stubenrauch,
Steve Zakrzewski, Mark Treece, James Hastings, Ron Ghormley,
23 Clifford Webb, Don Williams, Steve Pledger, Terry Hastings,
24 Johnny Maack, Ivon Smith, Roger Cox, John Garza, Mark Ross,
25 Curtis Briggs, Rick Kinsey, Steve Moore and Bruce Maxwell
26 responded to the scene and assisted in locating victims,
27 securing the scene or controlling traffic in the area; and
WHEREAS, Little Rock Police Detective Gary Fleming
28 assisted the coroner in identifying the victims and securing
29 their personal effects;
30 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
31 OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Little Rock Board of Directors,. on behalf
32 of the citizens of the City of Little Rock, hereby expresses its
33 deeply felt appreciation and gratitude for the prompt, efficient
34 and professional response of the staff of the Little Rock
35 Regional Airport and employees of the Little Rock Police and
36 Fire Departments to the scene of this terrible tragedy.

1 SECTION 2. We as a community wish to express out sincere
2 appreciation for the hard work and dedication of these loyal
3 employees and public servants who work continuously to make our
community a better place in which to live.
