3 A RESOLUTION AUTHORIZING THE ESTABLISHMENT OF A
4 TRUST FUND FOR PAYMENT OF OBLIGATIONS INCURRED IN
5 CONNECTION WITH THE PULASKI AREA GEOGRAPHICAL
6 INFORMATION SYSTEM.

9 WHEREAS, the City of Little Rock Public Works Department is
10 participating with other public agencies in a joint venture to
11 develop a computer -based land mapping system known as the Pulaski
12 Area Geographical Information System (PAGIS); and
13 WHEREAS, the PAGIS System will provide significant benefits
14 to the public allowing coordinated mapping systems within the City
15 of Little Rock and Pulaski County; and
16 WHEREAS, the funding for the PAGIS System is shared between
17 the three participating agencies, the Little Rock Public Works
18 Department, the Little Rock Water Works, and the Little Rock
19 Wastewater Utility. A trust fund is desirable and advantageous to
20 accumulate the contributions of the three agencies and to disburse
21 them for the legitimate and necessary purposes of the development
22 of the system;
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
24 THE CITY OF LITTLE ROCK, ARKANSAS:
25 SECTION 1: That contributions of the PAGIS participating
26 agencies named above shall be accumulated in and accounted for as
27 a special trust fund, which is hereby created and designated the
28 "Pulaski Area Geographical Information System Fund" (hereinafter
29 called "PAGIS Fund ").
30 SECTION 2: The Little Rock Assistant City Manager for
31 Operations shall develop procedures for projecting costs in future
32 periods of no less than one month and no more than three months,
33 and shall submit invoices to the four sponsoring agencies named
34 above for their agreed upon portion of the projected cost. The

contributions received from the four agencies shall be deposited
into the PAGIS Fund.
SECTION 3: That invoices incurred by the PAGIS project
shall be paid from the PAGIS Fund, following proper and
established approval procedures. Payments made from the PAGIS
Fund shall require the authorization of all of the following
officials or their designated representative: The Little Rock
Assistant City Manager for Operations, the Manager of the Little
Rock Water Works, and the Manager of the Little Rock Wastewater
Utility.
