WHEREAS, The Board of Directors has determined it necessary to provide guidance and direction for the future growth and development of the City of Little Rock; and WHEREAS, To accomplish this end, the Board of Directors has drafted policy statements and overall goals which will provide guidance in the formation of the City's programmatic goals for 1990. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The attached Interim Policy Statement and overall goals are hereby adopted by the Board of Directors for the City of Little Rock which shall establish the Board's policy in guiding the City in the formation of its program activities for fiscal year 1990. ADOPTED: June 20, 1989 ATTEST: / C14 CLER JANE dZECH APPROVED: MAYOR • E-3 �, r�`% LITTLE ROCK BOARD OF DIRECTORS POLICY STATEMENT 316 Little Rock has steadily grown since its incorporation in 1831. Since 1960 the city has increased from 24.48 to 102.88 square miles and from 109,969 to 188,991 in population. This steady growth demonstrates the continuing strength of Little Rock as an urban center, but it also presents planning, service and public finance challenges to city government. In order to meet these challenges, the Board of Directors has established a short -term policy position that will guide city programming in fiscal year 1990. During the next 18 months the Board will lead a community -wide goal- setting process involving the general citizenry and the various neighborhood organizations. The policies resulting from this community effort will form the city policy framework for the next decade. While urban growth brings employment opportunities and a certain newness to the city, it also highlights the differences between established older neighborhoods and the areas of recent construction and development. Balancing the needs of divergent interests and communities while fostering fairness and equity in service delivery is a major goal of Little Rock city government.
