HomeMy WebLinkAbout81531 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 RESOLUTION N0. 8,153 • A RESOLUTION ALLOCATING TITLE IIA JOB TRAINING PARTNER- SHIP ACT (JTPA) FUNDS FOR EDUCATION AND TRAINING SERVICES FOR DISADVANTAGED YOUTH AND ADULTS AND OTHER INDIVIDUALS WITH EMPLOYMENT BARRIERS TO PATHFINDER, SDA -ON- THE -JOB TRAINING, SDA - CLASSROOM TRAINING, LITTLE ROCK SCHOOL DISTRICT - HIPPY, CORNERSTONE, YOUTH COMPETENCIES, PARTICIPANT ASSISTANCE AND ADMINISTRATION FOR PROGRAM YEAR 1989 (JULY 11 1989 -JUNE 30, 1990). 264 NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The Little Rock Private Industry Council is hereby authorized to expend up to $1,089,377 of Title IIA Job Training Partnership Act (JTPA) funds during Program Year 1989 (July 1, 1989 -June 30, 1990) for education and training services for disadvantaged youth and adults and other individuals with employment barriers in the amounts listed below. Training clusters include: packaging and handling of products; shelf stocking; fabrication and assembly of electrical circuit boards; fab- rication and repair of wood products; wood machining; printing; vehicle repair and maintenance; grounds maintenance and operation of equipment; data input; computer; and industrial assembly. Average training length is 16 weeks at 30 hours per week. Pathfinder also does certification, counseling, job development and placement, and provides some transportation. Job specific skills training will be offered to youth. SDA -OJT: Training will be provided for 83 participants in demand occupations. Bo— Lfi private and public sector employers will design programs which will meet employer hiring needs and result in full -time permanent, unsubsidized employ- ment at wages of $4.90 per hour and above. SDA -CRT: Institutional occupational training will be provided by area schools an training facilities through subcontractual arrangements. Books and tuition will be provided, but no allowance payment or stipends will be paid. Appli- cants will be tested and assessed prior to enrollment. Vocational counseling and job placement will be provided by City staff. The total funds includes $195,000 to complete training of PY'88 participants (250 estimated). The balance will be used to provide for enrollment and training of new participants. LRSD- HIPPY: This program is designed to train para - professionals who will then work with low- income mothers to teach them how to use learning materials at home with pre - school youngsters. Three (3) of those participants will be- come teacher aides for the school district at $4.38 per hour at the end of training. The program is (30) weeks in length ending on June 30, 1990. CornerStone: A special pilot youth project, begun in February 1989, is being conducted to provide youth (identified as being at -risk) with a variety of activities and services leading to improved employment competencies. This project is providing all youth with 20 hours of Personal Achievement Skills (PAS) training following enrollment. Tutoring and counseling is provided as needed. Twenty -four youth are being placed in tryout positions with employers and (32) are transitioning into work experience components. Thirty -two will be carried over into next program year to receive additional services and training with this recommended allocation of $40,000. Youth Competencies: Youth Competency training will be offered to youth whose pre- testing scores identify deficiencies. Competency and instruction will be provided as needed. Pre and post testing will be provided in all areas for purposes of documentation and proof of attainment of satisfactory completion of training /remediation. 266 Title II -A Program Descriptions Page 2 Participant Assistance: These are costs associated with assisting participants by providing employment certification of eligibility, counseling, assessing participant needs and abilities, development of appropriate training activities and job development upon completion of training as well as conducting follow -up surveys. Administration: Cost involved in the administration of the overall program in- cluding managerial salaries and fringes, and overhead costs. E
