HomeMy WebLinkAbout8111RESOLUTION NO. 8,lll A RESOLUTION ON THE ISSUES OF GROWTH AND HOUSING WHEREAS, strong neighborhoods and the availability of adequate housing for all citizens help make a city strong; and WHEREAS, the issues of growth and housing patterns and affordable housing were raised at a recent meeting of the Board of Directors during a discussion on annexation; and WHEREAS, the issues of housing and strong neighborhoods apply to all parts of the City -- whether new areas of growth or older developed areas of the City; and WHEREAS, cities throughout the country have struggled with aspects of urban growth that seem to defy solution -- primarily the deterioration of older parts of the city as a city grows; and WHEREAS, the Board of Directors wants to examine carefully the issues of housing and growth so that the Board can consider those related issues in a realistic and effective manner; and WHEREAS, the Board of Directors wants to encourage candid communication among concerned citizens to help build community awareness of the issues. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager and the Planning Staff are directed to study and compile information on how the 1-50 �-:5,{ i -/ �1- 151 availability of housing and housing patterns affect the viability of cities as they grow, including trends in cities of comparable size. The Staff also should focus on city policies or other actions which have been effective and positive in promoting affordable housing and strong neighborhoods. The City Manager shall report ongoing progress to the Board, so that any issues or concerns may be clarified. A preliminary presentation for the Board is expected April 15. The presentation should attempt to clarify the real issues, make observations regarding possible city policies and actions and the effectiveness of any such actions, and make recommendations concerning any policy considerations for the City of Little Rock. SECTION 2. The City Manager shall continue his current consultations with Deltic Timber concerning this issue, and shall make Deltic Timber aware of the opportunity for its participation in planning which will have a positive impact for the City of Little Rock and Central Arkansas. SECTION 3. The City Manager shall report back to the Board of Directors by March 1, 1989, regarding the desirability of the Board's appointing a committee of citizens to meet with the City Manager and Planning Staff 152 and the Board, as appropriate, to become aware of the housing and neighborhood issues as plans are made for the growth of our City.
