\ A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ACCEPT BIDS AND AWARD THE ANNUAL CONTRACT
FOR THE PURCHASE OF COMMUNICATION EQUIPMENT
,FOR VARIOUS DEPARTMENTS.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is hereby authorized to accept
bids and award the annual contract for the purchase of
communication equipment for various departments as set forth in
the attached fact sheets, for a total price not to exceed the
budget, payable from the funds specified in the fact sheets.

RECONUMATION AND DISCUSSION:
It is recommended that the award be given to Motorola. This bid is
for radio equipment for various City departments. Motorola was
awarded the contract in 1980 for our master system. Other contractors
(G.E., Midland and E. F. Johnson) were invited to bid, however, it
would be too costly for them to bid equipment which would adapt to our
system. An attached letter from the Office of Emergency Services is
provided for further justification.

SUBJECT: Communications Bid
Per your request regarding anticipation that there may be
questions as to why we had only a single bidder for radio
communications equipment. The answers are as follows:
1. System Bid vs Equipment Bid
When a major system is bid, there is usually good
competition among the vendors. One of the reasons for
such competition is the anticipation of ongoing sales
of mobile and portable equipment and enhancements to
the system for the next several years. There is good
reason why various systems don't mix well. That reason
being proprietary architecture of systems.
2. Open Architecture
Through our professional association, Associated
Public - Safety Communications Officers, we have
endeavored to encourage open architecture. Open
architecture permits the equipment of various vendors
to work with each other. The "Big Two ", Motorola and
General Electric are vigorously opposed to open
architecture, for the obvious reasons that it opens
future equipment sales on a system for competitive
bidding. Some equipment manufacturers, such as E. F.
Johnson and Midland, are strong advocates of open
architecture and have recently petitioned the FCC to
require it prior to the release of the 6 Megahertz of
spectrum allocated for public safety through
reconsideration of docket 87 -112. APCO opposed
reconsideration because of the urgent need for
frequency spectrum in major cities, however does
support open architecture as a separate issue and will
participate with a manufacturing /user group if formed.

3. Our System
Our communications system was awarded to the low
bidder, Motorola, Inc. and installed in 1980. It has
certain features which we require on bidding of
equipment;IE. unit ID on all portables and mobiles,
status units for police and fire mobiles and emergency
buttons for police. Obviously these features must
interface with the computer and do so through equipment
provided by Motorola. In order for another equipment
manufacturer to meet the requirements, they would have
to provide interface capability, in addition to their
bid on portables and mobiles; while Motorola, who has
had their interface in place since the system bid, only
has to bid the portables and mobiles. Apparently the
competitors believe that the additional equipment
necessary to make their portables and mobiles and
status work with the system will make their bid too
high and therefore do not bid at all.
We hope this explanation will be of some benefit.
