NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Mayor and City Clerk are hereby authorized
to execute the necessary documents for the purchase of
twenty -five (25) acres of land known as the Taylor Loop Park
Site for a total price of $210,000.00 and the conveyance of
three (3) acres of land to Kelton Brown, Jr. in exchange for the
development of a park and improvements to drainage in the
area.

BOARD ACTION RECOMMENDED: Approval of a resolution
aut orizing the purchase of 25 acres of land for the purpose
of developing a park and improving drainage at the Taylor
Loop Park site.
BACKGROUND INFORMATION: The need for a park site at Taylor
Loop Creek was identified in the Master Parks Plan. In
1984, 25 acres were purchased for park, right -of -way, and
drainage purposes. Since then, a land trade has resulted in
adding an additional acre of land to the site.
City staff has recently negotiated an agreement with
Kelton I. Brown to purchase 25 additional acres of land for
$210,000. The agreement includes a provision to trade 3
acres of the previously purchased land in exchange for
Mr. Brown's commitment to provide the following services:
(1) A street to enter the park,
(2) 850 feet of standard curbs and gutters, and
(3) all required drainage and rerouted stream work.
Funds for this transaction are available in the following
accounts:
$160,000 - Taylor Loop Bond Issue Account
$ 30,000 - Drainage Account 2110 -8670
$ 20,000 - Taylor Loop Bond Drainage Account
$210,000 Total
A sketch of the above property is attached, along with the
drainage floodway requirements for the two creeks.
Development in the area is increasing rapidly. It is urgent
that the City acquire lands it needs now to avoid drainage
expenses in the future and to develop the Taylor Loop
Community Park. It is anticipated that some additional
trades and acquisitions will be recommended by staff as
negotiations with adjacent property owners proceed.
