A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT BIDS AND AWARD CONTRACTS FOR THE
PURCHASE OF A FLEET MANAGEMENT INFORMATION
SYSTEM.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. In compliance with Section 2 -44 of the Little
Rock Code of Ordinances, the City Manager is hereby authorized
to accept bids and award contracts for the purchase of the
hardware from Computer Products Unlimited, Inc. for a total
price of $70,620 and the purchase of the software and interface
equipment from Transportation Management Techniques, Inc. for a
total price of $33,890.
SECTION 2. Funds have previously been made available
from the Fleet Services Reserve Account.

SUBJECT: ACQUISITION OF FLEET MANAGEMENT
INFORMATION SYSTEM
DATE: MAY 18, 1988
Mr. Hill, Mr. Nichols, and I concur in recommending purchase
of the hardware configuration presented in Exhibit A from
Computer Products Unlimited, Inc., at a cost of $70,620.
And, award of a contract for software and interface
equipment to Transportation Management Techniques, Inc., in
the amount of $33,890. Funds for this project are
available within the newly established Fleet Service Reserve
Account. The purpose of the system is to perform shop floor
data gathering and analysis. This information will then be
fed into the City's mainframe financial system.
The Fleet Management Information System will perform
functions of: shop scheduling; vehicle diagnostics;
preventive maintenance scheduling; repair facility
performance analysis; vehicle performance analysis; fuel
management; parts inventory management and control; and tire
management. Benefits to be realized include:
1. Automated input of fuel usage data by vehicle.
2. Tracking of individual vehicles with respect to
operating costs, and scheduled maintenance.
3. A means to perform fleet utilization analysis
(i.e., cost of ownership).
4. Interdepartment charge back for fleet services.
5. On -line mechanic advisories of operator complaints
and pending repairs.
6. Tracking of vehicle performance by class (e.g.,
sedans, pickups, dump trucks).
7. Mechanic performance analysis.
8. Automated parts inventory control based on
economic order quantity projections.

Both acquisitions were the subject of competitive bidding.
The attached tabulations reflect the lowest cost response
meeting specifications has been selected.
Assuming authorization is received to award the contract at
the Board's June 7 meeting, we feel full implementation can
be reached by November 1988.
