The City Manager is hereby authorized to enter into a contract for the study of the I- 430/36th Street Interchange Study with Manes, Castin, Massie, McGetrick /Peters and Associates in compliance with Section 2 -44 of the Little Rock Code of ordinances. ADOPTED: February 2, 1988 ATTEST: CITY kLERKJANE AECH TO DORM: CITY ATTORNEY APPROVED: MAYOR LOTTIE S11A LFORD 2. z7 3- i TO: MAYO AND ARD OF DIRECTORS FROM: CITY MANAGER SUBJECT: I /36TH STREET INTERCHANGE STUDY DATE: JANUARY 27, 1988 Proposals have been received by the City from seven (7) engineering firms for the purpose of (1) determining the feasibility of a new interchange on I -430 at or near 36th Street, and (2) if an interchange is determined to be feasible, to establish geometrics sufficient for right -of -way acquisitions and placement of 250,000 - 500,000 cubic yards of fill. Each of these proposals were received by a Counsultant Selection Committee in a two tier process, and interviews were held with the top four (4) firms submitting proposals. In accordance with City policies, the Committee ranked the top three firms as follows: 1. Manes, Castin, Massie, McGetrick /Peters and Associates (joint venture). 2. Garver and Garver, Inc. 3. Mehlburger, Tanner, Renshaw and Associates. In reviewing the qualifications of the top three proposals, the Committee concluded that each of these proposals had some areas of weakness, particularly with respect to staffing the study which must be addressed in negotiating a contract for the proposed study. Accordingly, the Committee recommended that the City try to correct for these deficiencies in accordance with City policies for negotiation to begin with the top rated firm, Manes, Castin, Massie, McGetrick /Peters and Assocates.
