3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO
4 ACCEPT BIDS AND AWARD A CONTRACT FOR UNIFORMS
5 AND CLOTHING FOR THE LITTLE ROCK POLICE DEPARTMENT.

7 NOWl THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
8 THE CITY OF LITTLE ROCK,, ARKANSAS:
9 SECTION 1. The City Manager is hereby authorized to accept
10 bids and award a contract to the lowest qualified bidder as set
11 forth in the attached fact sheets and bid tabulations for the
12 uniforms and clothing for the Little Rock Police Department, for a
13 total price not to exceed the budget, payable from the funds
14 specified in the fact sheets.

SUGGESTED AWARDEE: Various, see abstract
RECMIENDATION AND DISCUSSION: Items one through none were not awarded as no
acceptable bids were recieved. It is recommended that the low bidder for each
item be given the award except for the following;
Items 18,22 & 21 The low bidder for each of these items bid badges which aren't
compatible with current issue.
Item 47 The low bidder did a two piece side handle type baton which
is not equivalent to the one specified,
Item 53 The low bidder bid unacceptable coloring on the safety vest.
Items 60 -63 The low bidder did a shirt that fails to meet our bi -swing
requirement. Please refer to the attached letter from Chief
Hale requesting that in the future we standardize on this
specification. This was once a competitive item but now only
one source markets these per our specifications,

SUBJECT: REMOVAL OF UNIFORM SHIRTS FROM BID
DATE: DECEMBER 22, 1987
We request that our uniform shirts be removed from the bid process. The reason
for this request is that the bi -swing shirts we presently use are a patented
item available through one local vendor, Schneiders. The bi -swing shirt has
been used for approximately five (5) years and seems to be well liked by the
officers. The bi -swing feature allows for a wider range of arm motion and better
comfort. Also, since almost all of our officers now have the bi -swing shirt,
a change to a different style shirt would significantly change the uniform
appearance of our officers.
