A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT BIDS AND AWARD A CONTRACT FOR A COPIER
SYSTEM FOR THE LITTLE ROCK POLICE DEPARTMENT.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is hereby authorized to accept
the bids and award a contract to the lowest qualified bidder as
set forth in the attached fact sheets and bid tabulations for the
annual contract for a copier system for the Little Rock Police
Department, for a total price not to exceed the budget, payable
from the funds specified in the fact sheets.

DISCUSSION: It is recommended that the low bidder, DATAMAX, be disqualified.
They bid a Canon NP 8570 Copier which cannot meet our specifica-
tion pertaining to types of stock and originals it can receive
and copy speed. The specification called for a minimum of 62
copies per minute for letter, legal or duplexing modes. Due to
the volume of copying on this machine, this requirement is
reasonable. The Canon machine can copy 72 copies per minute
for letter size . However, that speed drops to an unacceptable
rate especially in the duplexing mode which is used the most.
It should be noted that the other bidders all met this specifi-
cation and the closeness of their bids reflects they were bid-
ding like equipment.
