HomeMy WebLinkAbout77971 RESOLUTION NO. 7,797 227 2 3 4 A RESOLUTION AUTHORIZING THE CITY MANAGER TO 5 ACCEPT BIDS AND AWARD CONTRACTS FOR THE PURCHASE 6 OF ASPHALTIC MATERIALS, AND REFLECTIVE COMPOUND 7 AND GLASS SPHERES FOR THE DEPARTMENT OF PUBLIC 8 WORKS. 9 10' NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 11 THE CITY OF LITTLE ROCK, ARKANSAS: 12 SECTION 1. Item two was not awarded as no bids were recieved. Bitcucote was disqualified on items 3 and 4 based on the location of their plant. This material is picked up at the suppliers plant and they are located in Jacksonville. Riffe, the only other bidder is located in Little Rock. Arkansas 72209 565 -3496 TO: Bob Lane, M_E_M_0_R_A_N_D_U_M June 2, 1987 dh /-14° Director FROM: Bill Russom, Chief of Operations SUBJ: Bid No. C7027, Asphaltic Materials JUN 2 1987 This office recommends awarding the contract for SS -1 emulsion to the second low bidder, Riffe Petroleum, rather than the low bid of Bitucote Inc. Although Riffe's product is more expensive, the cost difference is offset',by hauling costs and increased production time. The breakdown is as follows: 1. Riffe Petroleum is located in Little Rock approximately 5.27 miles one way from our compound. It costs $6.45 for the 20 minutes needed by the two -man crew and equipment to complete refilling the emulsion tanks. 2. Bitucote's plant is in Jacksonville, approximately 19.32 miles each way from the Material Yard. In this case, hauling costs are increased to $29.33 per load. In addition the two -man crewiand equipment now requires 1 -1/2 hours to refill the tanks. A quick analysis of the above information shows a difference in hauling cost of $22.88 ($29.33 - 6.45) per trip. It would require hauling 286 gallons of SS -1 to break even on price but our trucks only have a 125 - gallon capacity, which is a a material difference of $10.00 per load. It is $12.88 per load cheaper to purchase the material at Riffe Petroleum per truck. We have 5 trucks that fill up on the average of once per week times 45 weeks which amounts to a savings of $2,898.00 per year. I 229 • 230 It requires an additional hour and ten minutes to drive to Jacksonville and back and would result in 467 lost man hours that could be spent on pothole patching.
