DISCUSSION: It is recannanded that the low bid be accepted for the Motor Grader. It is further recoimended that the low bidder for the Planer be disqualified, The specifications called for a tan- dem wheel drive which allows for the use of this eauiMent with a single operator. Little Rock Road bid a machine that doesn't have this capac- ity and requires two operators. The additional cost in manhours would make Little Rock Roads machine become more costly than the bid suhnitted by Clark Machinery. A memorandum fran Public Works is attached further ex- plaining the differences of the two bids. One from Little Rock Road Machinery Company for $218,835 and the other from Clark Machinery Company for S254,965, both prices reflect the total cost, which includes the Powertrain warranty and accepting the Trade —in. The bid from Clark Machinery Company meets all the specifications and the bid from Little Rock Road Machinery Company does not meet the specifications. The major differences are Little Rock Road's unit does not have tandem wheel drive, side shift left and right, and requires two (2) operators while working the machine. fo The City has owned a Dresser (Galion) Planer since 1980 and repairs to the machine costs $71,336 for the last five years or $14,267 per year. This machine should last a minimum of 10 to" 12 years but we are replacing our machine after only seven years due the the numerous repairs and downtime which is very critical during our grinding program since this must be accomplished prior to the Street Resurfacing Program. We have replaced the transmission in 1983 and again in 1985, totally rebuilt the year- end in 1983 and repaired the electronics in 1904 and again in 1985. These items were replaced or had major repairs within the first 3 to 5 years of ownership. A breakdown in a one —man operation as opposed to a two —man operation, excluding fuel and maintenance is as follows: PLANER DRESSER SAKAI Manhours per machine 2550 1275 Cost per manhour $10.00 $25,500 $12,750 Cost over 10 year life $255,000 $127,500 Cost to purchase machine $218,835 8254,965 Total 10 year cost ?473,835 5382,465 Cost of machine per year $47,384 $38,247 Savings over 10 years — 0 — $91,370 The $91,370 over ten years does not reflect any salary increases during that period and is based on 1987 cost only. S • • We have no reason to believe that the 1987 Dresser Planer would last any longer than our present machine, if we were to purchase one. There has only been one of the SP -780 planers sold to date and it has not been delivered to the customer. I have talked with Randy Marks, with MBB Corp., Chicago, who owns two ER -160 Planers. One of these has been operated for 7 years and has over 10,000 hours on the machine with out any major breakdowns. His biggest breakdown was in 1986, a hydraulic pump, that cost $5000 with the downtime being only 4 days. He said, the one man operation has allowed him to be more competitive in operation of the machine. He had high praise for the Japanese Sakai machine. I got the same praise and reaction from Harry Williamson,, who owns Williamson Construction Company, in Canada. He owns two ER —Sakai Planers also. Sakai has been making Road Planers since 1970 and a lot of their planers are still in operation after 17 years. They have over 500 units in the field with 100 of these being the ER -300, produced since 1982. Clark Equipment Company has been the State Distributor for the Sakai equipment line for the past 10 years and they stated that parts have never been a problem.
