HomeMy WebLinkAbout77191 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 RESOLUTION NO. _7,719 A RESOLUTION STATING THE CITY OF LITTLE ROCK'S INTEREST IN PARTICIPATION IN THE ARKANSAS ENTERPRISE ZONE PROGRAM AND DESIGNATION OF A CERTAIN ENTERPRISE ZONE IN LITTLE ROCK AND OTHER PROVISIONS RELATED THERETO. WHEREAS, the Arkansas Enterprise Zone Act of 1983, Act 740 was enacted by the.Arkansas General Assembly, and WHEREAS, the Arkansas Enterprise Zone Program offers significant incentives for economic development and revitalization to some of the most distressed areas in the City, and WHEREAS, the Arkansas Industrial Development Commission (AIDC) has designated certain Enumeration Districts and Census Block Groups in Little Rock as eligible Enterprise Zones, based on demographic and economic factors, and WHEREAS, the City requests -that Block Group 3, Census Tract 9 be substituted for Block Group 4, Census Tract 5 and that said Block Group 3, Census Tract 9 be a designated zone for the purpose of implementing the Arkansas Enterprise Zone Program, and WHEREAS, in accordance with the Arkansas Enterprise Zone Program requirements the City of Little Rock agrees to: 1. apply for Enterprise Zone designation using only approved forms (or copies of such), 2. provide all requested information required pertaining to the potential Enterprise Zone under consideration, to AIDC, 3. hold at least one public hearing on the application for Enterprise Zone designation. 4. assume a local commitment to provide, or undertake the following: 27 2 -z-y 6.13 i 28 1 a. analysis of the adequacy of police protection 2 within the proposed zone, and if necessary, 3 devise and implement a plan for improvement 4 thereof; 5 b. give priority to the use, within the 6 proposed zone, of any employment training 7 or community development funds received 8 from the state or federal government; 9 C. assist AIDC in certifying employers to be 10 eligible for the benefits of the Arkansas 11 Enterprise Zone Program; 12 d, amend existing regulations to supersede any 13 local regulations or ordinances which may 14 serve to discourage economic development within an Enterprise Zone; 15 e. assist AIDC in evaluating progress made in 16 an Enterprise Zone within its' jurisdiction; 17 f.• waive any local sales or use tax imposed by 18 the governing body on the purchase of the 19 material used in the construction of a 20 building or buildings, or any addition or 21 improvement thereon, for housing any 22 legitimate business enterprise, and 23 machinery and equipment to be located in or 24 in connection with such building; and, 25 g. to keep AIDC informed whenever changes occur 26 within the zone, i.e., an establishment goes 27 out of business, is destroyed by fire, flood, 28 etc., new development takes place within the 29 infrastructure (streets, etc.), changes in 30 local development codes that may affect the 31 zone, etc. 32 BE IT RESOLVED by the Little Rock Board of Directors in 33 legal session convened this 28th day of January, 1987, that 34 the City will participate in the Arkansas Enterprise Zone 35 Program and request designation by the Arkansas Industrial 36 w w w w w w� wi wr w 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 = W = W w Development Commission of the aforementioned geographic area as an Enterprise Zone. BE IT FURTHER RESOLVED that if any provision or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items or applications and'to this end the provisions of this resolution are hereby declared severable. BE IT FURTHER RESOLVED that all resolutions or parts thereof in conflict herewith are repealed.
