3 A RESOLUTION ENCOURAGING THE MEMBERS OF
4 THE SEVENTY -SIXTH GENERAL ASSEMBLY OF
5 THE ARKANSAS LEGISLATURE TO ADDRESS AS
6 ONE OF ITS HIGHEST PRIORITIES, THE ISSUE
7 OF JAIL OVERCROWDING.

9 WHEREAS, the City of Little Rock, Pulaski County and the
10 State of Arkansas are experiencing serious problems with
11 overcrowding in criminal detention facilities; and
12 WHEREAS, the citizens of Little Rock must have relief
13 from a "system" that arrests and convicts the guilty only to turn
14 them loose into society in a matter of hours to repeat their
15 offenses due to a lack of adequate facilities; and
16 WHEREAS, the citizens of Little Rock will support a
17 criminal justice system that includes the quick arrest,
18 detention, and incarceration of those persons convicted of crimes
19 in our City.
20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
21 OF THE CITY OF LITTLE ROCK, ARKANSAS:
22 SECTION 1. The Little Rock Board of Directors wishes to
23 strongly encourage the members of the Seventy -Sixth General
24 Assembly of the Arkansas Legislature to address, as one of its
highest priorities, the issue of jail overcrowding.

SECTION 2. The Little Rock Board of Directors urges all
26
27 citizens of the City of Little Rock to contact their respective
legislators and express their concerns on this issue.
