RESOLUTION N0. 6,767
A RESOLUTION ACCEPTING BIDS AND AUTHORIZING
THE CITY MANAGER TO AWARD CONTRACTS FOR A
PUMPER FIRE TRUCK, POLICE MOTORCYCLES,
FIRE DEPARTMENT AIR TANKS AND ACCESSORIES,
FIRE HOSE, CONSTRUCTION OF A FIRE STATION,
FIRE DEPARTMENT UNIFORMS AND FIREFIGHTER
TURN -OUT CLOTHING; AND FOR OTHER PURPOSES.
WHEREAS, invitations to bid were duly advertised,
and bids received pursuant thereto are attached as Exhibits
for the following:
EXHIBIT A: Pumper Fire Truck
EXHIBIT B: Police Motorcycles
EXHIBIT C: Fire Department Air Tanks and
Accessories
EXHIBIT D: Fire Hose
EXHIBIT E: Construction of a New Fire
Station on Shackelford Road
EXHIBIT F: Fire Deparment Uniforms and
Firefighter Turn -Out Equipment;
and,
WHEREAS, the lowest responsible and responsive
bidders have been determined, and it is the desire of the
Board of Directors to authorize the issuance of such
contracts to the lowest responsive and responsible bidders.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of the City of Little Rock, Arkansas:
Section 1. The City Manager is authorized to
enter into contracts with the bidders named on the attached
exhibits for total contract prices as set out, the funds
for which have been allocated in the 1982 budget.
Section 2. All work or items purchased hereby
shall comply with the bidding specifications. Upon comple-
tion of the work, receipt of the items, or from time to time
as may be required, the City Manager and the Director of
Finance are hereby authorized and directed to issue the
necessary warrants in payment of the contract prices.

Coat Shell Specifications stated, ".... using a minimum of seams.... Double
needle stitching shall be used..."
Pind submitted a sample coat which contained a single needle seam, down
center back of coat shell.

retardant neoprene coated cotton and inner laver of tan color, fire retardant

Pind submitted a sample coat which contained corduroy on back side of
collar, rather than corduroy inner layer, as specified.
Coat Pockets Specifications stated, ".... reinforced at corners with leather
backed rivets on bar tacks..."
Sample coat submitted, by Pind, contained only bar tacks: no leather backed
rivets, as specified.
Item 12 & 12 -A - Firefighter Turn -Out Pants (award w/ 11 & 11 -A)
Bid stated that items 11, 11 -A, 12 and 12 -A would be awarded jointly.
Recommendation: Disqualify the apparent low bidder, Pind. Award to
second low bidder, Southern Fire Equipment Company, bidding as specified,
for the following reasons:
Pant Fly and Hardware Specifications stated, "A leather take -up strap shall
be provided in center back."
Pind submitted a sample pant which contained a Nomex material take -up
strap: not leather, as specified.
Pant Liner Specifications stated, " Nomex material back coated with black
neoprene shall NOT be accepted.
Pind submitted a sample pant which contained BLACK neoprene liner.
Item 11 13 - FIREFIOHTINC HELMETS
Recommendation: Disqualify the apparent low bidder, Pind. Award to
second low bidder, Treadway Electric Company, bidding as specified, for the
following reasons:
Helmet Specifications stated that helmets must contain "D" rings, forehead
adjustment and chin strap cup."
Pind submitted sample helmet that contained no "D" rings, no forehead
adjustment and no chin strap cup.
Item # 14 - SAFETY BOOTS
Recommendation: Disqualify the apparent low bidder, Pind. Award to
second low bidder, Treadway Electric Company, bidding as specified, for
the following reasons:
Safety Boot Specifications stated, "boots must contain pull -up hooks."
Pind submitted a sample boot which contained NO pull -up hooks (had cloth
straps) and sample boot was a lighter weight rubber than the brand /quality
specified.

Safety Glove Specifications stated, "... must have EXTRA TONG knitwrist

Pind submitted a glove that did not contain an extra long knitwrist,
nor was knitwrist snug fitting, as specified.

Coat Collar Specifications stated, "Collar shall he of contoured construction,
three (3) layers, outer layer of Nomex shell material, inner liner of fire
retardant neoprene coated cotton and inner laver of tan color, fire retardant
corduroy..."
Pind submitted a sample coat which contained corduroy on back side of
collar, rather than corduroy inner layer, as specified.
Coat Pockets Specifications stated, ".... reinforced at corners with leather
backed rivets on bar tacks..."
Sample coat submitted, by Pind, contained only bar tacks: no leather backed
rivets, as specified.
Item 12 & 12 -A - Firefighter Turn -Out Pants (award w/ 11 & 11 -A)
Bid stated that items 11, 11 -A, 12 and 12 -A would be awarded jointly.
Recommendation: Disqualify the apparent low bidder, Pind. Award to
second low bidder, Southern Fire Equipment Company, bidding as specified,
for the following reasons:
Pant Fly and Hardware Specifications stated, "A leather take -up strap shall
be provided in center back."
Pind submitted a sample pant which contained a Nomex material take -up
strap: not leather, as specified.
Pant Liner Specifications stated, " Nomex material back coated with black
neoprene shall NoT be accepted.
Pind submitted a sample pant which contained BLACK neoprene liner.
Item # 13 - FiREFiGHTINC HELMETS
Recommendation: Disqualify the apparent low bidder, Pind. Award to
second low bidder, Treadway Electric Company, bidding as specified, for the
following reasons:
Helmet Specifications stated that helmets must contain "D" rings, forehead
adjustment and chin strap cup."
Pind submitted sample helmet that contained no "D" rings, no forehead
adjustment and no chin strap cup.
Item h 14 - SAFETY BOOTS
Recommendation: Disqualify the apparent low bidder, Pind. Award to
second low bidder, Treadway Electric Company, bidding as specified, for
the following reasons:
Safety Boot Specifications stated, "boots must contain pull -up hooks."
Pind submitted a sample boot which contained NO pull -up hooks (had cloth
straps) and sample boot was a lightor weight rubber than the brand /quality
specified.

the following reasons:
Safety Clove Specifications stated, "... must have EXTRA LONG knitwrist
.. be snug fitting."
Pind submitted a glove that did not contain an extra long knitwrist,
nor was knitwrist snug fitting, as specified.
