HomeMy WebLinkAbout6956='M MM • RESOLUTION NO. 6,956 • 310 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS REQUESTING THE ASSISTANCE OF THE ARKANSAS C014GRESSIONAL DELEGATION IN AMENDING THE FY 1984 BUDGET REQUEST OF THE U. S. DEPART14ENT OF TRANS- PORTATION BY RESTORING THE FUNDS AVAILABLE FOR FEDERAL OPERATING ASSISTANCE TO PUBLIC TRANSPORTATION TO THE LEVEL AUTHORIZED BY THE FEDERAL PUBLIC TRANSPORTATION ACT OF 1982. WHEREAS, the Board of Directors of the City of Little Rock, Arkansas has long standing policy of considering Central Arkansas Transit as a necessary public service; and WHEREAS, The Board of Directors of the City of Little Rock, has implemented this policy by becoming a full partner in the public owner- ship of Central Arkansas Transit; and WHEREAS, The Board of Directors of the City of Little Rock has appropriated more than $1,140,000 for the capital improvement of Central Arkansas Transit; and WHEREAS, The Board of Directors of the City of Little Rock has appropriated more than $3,880,000 towards the operating expenses of Central Arkansas Transit; and WHEREAS, The Government of the United States of America also has a long standing policy of regarding public transportation as a vital public service; and WHEREAS, the federal government has implemented this policy through the expenditure of tax money to support both the capital improvement and operations of public transit systems throughout the country; and WHEREAS, the Congress and the President reaffirmed this policy with the enactment of the Federal Public Transportation Act of 1982 which specified more than $1,970,000,000 for 1984 capital and operating assistance to the local transit agencies such as Central Arkansas Transit; and WHEREAS, the proposed fiscal year 1984 budget submitted by the U. S. Department of Transportation reneges the intent of Congress concerning the transportation of federal operating assistance to public transportation systems; and WHEREAS, if this budget request were approved the amount of operating assistance available to Central Arkansas Transit would be reduced from $1,200,000 to approximately $272,000; and WHEREAS, this reduction would force an unacceptable reduction in the level of public transportation service for Central Arkansas; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 311 Page 2 SECTION 1. That the Board of Directors of the City of Little Pock, Arkansas requests the Arkansas Congressional delegation oppose and work against adoption of the budget request of the U. S. Department of Transportation until it is amended restoring the original provisions of THE FEDERAL PUBLIC TRANSPORTATION ACT OF 1982 as enacted during December 1982. SECTION 2.
