HomeMy WebLinkAbout7021RESOLUTION NO. 7,021 A RESOLUTION CONCURRING WITH THE PLANNING COMMISSION'S ACTION AUTHORIZING AN EXTENSION OF WATER SERVICE TO AN ELEVATION ABOVE 675 FEET IN CERTAIN AREAS. BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. The Board of Directors hereby concurs with the Planning Commission's action authorizing an extension of water service to an elevation above 675 feet in the areas and subject to the limitations set forth in the attached documents, viz., a copy of the Planning Commission's resolution, and a copy of an explanatory memorandum. Background: At its June 14 meeting, the Planning Commission adopted a resolution addressing the issue of water service in northwest Little Rock. Current policy in this area is set forth in a 1979 Planning Commission resolution and Suburban Development Policy #15, both restricting such service to a maximum elevation of 675 feet. Restraints were imposed origin- ally because of excessive maintenance and operational costs associated with pumping and storing water at high elevations. The Planning Commission has granted preliminary plat approval to a subdivision which would create lots as high as 695 feet and requests Board of Directors concurrence in that action. The subdivision in question, Hillsborough Phase V, is located close to a recently completed Municipal Water Works storage facility which was constructed at a higher elevation than origin- ally planned. The Water Works has determined that these lots can be served, but also emphasizes that this is a unique situa- tion, and that service elevations drop with distance from the storage facility. The 675 elevation limitation will continue to apply in most situations. You apprised of their progress. t. 7�J Susan Fleming City Manager CITY OF LITTLE ROCK, ARKANSAS Exhibit to Res. #7,021 RESOLUTION NO. 39 A RESOLUTION OF THE LITTLE ROCK PLANNING COMMISSION ENDORSING EXTENSION OF WATER SERVICE TO HILLSBOROUGH SUBDIVISION, PHASE V AND INCLUDING LOTS WITH A MAXIMUM ELEVATION OF 695 FEET, AS AN AMENDMENT TO SUBLIR13AN DEVELOPMENT POLICY NO. 15. WHEREAS, a resolution passed by the Planning Commission on June 26, 1979, limited water service line extensions to a maximum elevation of 675 feet "unless such extension of service--is authorized by the City Board of Directors ", and WHEREAS, Suburban Development Policy No. 15 as adopted by the Board of Directors restricts "water service to areas which can be served in an efficient and cost effective manner avoiding construction of water lines with elevations above 675 feet requiring specialized storage and pumping facilities ", and WHEREAS, the above mentioned water service elevation limitation was based upon planned construction of a water storage tank at elevation 740, but the water storage tank was eventually constructed at elevation 760, and WHEREAS, as originally submitted, Hillsborough Subdivision Phase V proposed lots to an elevation of approximately 700 feet, and WHEREAS, the Municipal Water Works wrote the developer on December 12th, 1980, stating that lots in the southwest corner of the N2, SE;, NW';, Section 32 may be an exception, since the area "is relatively near the 2.5 MG tank, it may be possible to provide service to elevation 700 feet MSL ", and WHEREAS, Municipal Water Works in subsequent meetings with the developer, and as outlined in a letter dated May 20th, 1983, has determined that "a maximum floor elevation for the houses could be established at 695 feet due to this proximity to the water storage tank" NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF LITTLE ROCK„ ARKANSAS. SECTION 1. The Planning Commission hereby extends preliminary plat approval to Hillsborough Subdivision Phase V as amended with a requirement that this action be acknowledged and accepted by the Board of Directors of the City of Little Rock. SECTION 2. This amendment of previously adopted City resolutions and policies shall be applicable to this development only and does not constitute authorization to serve any other areas exceeding 675 feet elevation. The Planning Commission understands that the Office of Comprehensive Planning staff, the Municipal Water Works staff and Deltic Timber Company propose to undertake a combined study of development problems and potentials in the mountainous areas above 700 feet MSL lying northwest of the existing City Limits with the intent of preparing a land use strategy for these areas.
