HomeMy WebLinkAbout7081RESOLUTION NO. 7,081 A RESOLUTION TO WAIVE THE FORMAL BIDDING REQUIREMENTS FOR CONTRACTING ALTERATIONS AND MODIFICATIONS TO THE STATION HOUSE OF THE LITTLE ROCK FIRE DEPARTMENT ON CHICOT ROAD; AND TO AUTHORIZE THE CITY MANAGER TO NEGOTIATE A CONTRACT FOR SUCH WORK WITH THE JOHN WHITEHURST COMPANY. BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. Formal Bidding Requirements are hereby dispensed with in connection with the City's contracting for alterations and modifications to the Little Rock Fire Department Station House on Chicot Road and the City Manager is hereby authorized to negotiate a contract for such work with the John Whitehurst Company for the reasons set forth in the attached memorandum. Fling, City Manager SUBJECT: Request to Waive Competitive Bidding Requirements of Modifications to the Chicot Fire Station BOARD ACTION RECOMMENDED: Adopt a resolution waiving competitive bid 5g requirements for alterations and modifications to the Chicot Fire Station and allowing the City Manager to negotiate such work with the John Whitehurst Company, which is the City's contractor for the new Otter Creek Fire Station, presently under construction. DISCUSSION: Several major uncompleted items exist at the Chicot Road Fire Station. Among those items are the portico, screening fence, and flagpole. A number of deficiency items also exist which must be corrected to bring the structure up to acceptable standards. All of these items have been designed and detailed by our A/E Consultant (Wittenberg, Delony and Davidson) for outside contracting. Funds are available and have been appropriated in the Chicot Fire Station Project account. These items, as agreed upon by the Fire Chief and our Consultant, will not exceed the $60,000, which includes a contingency. We feel that this is in the best interest of the City to negotiate the required work rather than to enter into a competitive bidding process. John Whitehurst Company has started work on the Otter Creek Fire Station. Therefore, negotiating with them would bring advantages in terms of shared overhead and the use of subcontractors already committed to the Otter Creek Project. Other advantages of negotiation are the shortening of start -up time, mobilization cost reduction, quantity purchases, unit cost breakdowns, and better selection of alternatives. We anticipate at least a ten (10) percent cost savings, and a forty -five (45) day savings in start -up time with the proposed negotiation project. KM /SF:ghl CITY OF LITTLE ROCK, ARKANSAS
