RESOLUTION NO. 7,058
A RESOLUTION ADOPTING RECOMMENDATIONS OF THE
PLANNING COMMISSION FOR THE SOLUTION OF
TRAFFIC PROBLEMS IN THE KINGWOOD ADDITION
TO THE CITY OF LITTLE ROCK.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. The Little Rock Planning Commission has made a
number of recommendations for the solution of traffic problems in
the Kingwood Addition to the City, to wit:
I. LONG -TERM RECOMMENDATION
To make the extension of Rebsamen Park Road to River Mountain
Road a high capital improvement priority for the City.
II. SHORT -RANGE RECOMMENDATION
1. To eliminate the Pine Valley Road (from North University to
and Rockwood collector streets (Pine Valley to Overlook
Drive) from the Master Street Plan. This action would re-
classify these streets as residential streets.
2. Install Stop signs at the following locations:
a.) The intersection of Skywood and Hillwood on the north
side to stop westbound traffic.
b.) At the northern corner of Hillwood and Richwood to stop
downhill westbound traffic.
3. Simulate temporary channelization at four intersections to
provide better traffic movement and to discourage Murray Park
patrons from traveling through the Kingwood area. These
intersections are; (a) Hillwood and Richwood, (b) Skywood,
Kingwood and Pine Valley and, (c) the east and west
entrances of Murray Park. Determine the feasibility of
constructing an internal street to connect the east and
west sections of the park. The channelizations are
illustrated by the attached drawings.
4. Install "No Through Traffic" signs at the three (3)
southern entrances of the Kingwood residential area, and

at the intersection of Rebsamen Park Road and Overlook Park
for south bound traffic.
5. Close Murray Park at 10:00 p.m. daily.
6. Take measures to assure consistent enforcement of the
traffic laws.
7. After these recommendations have been implemented for a
period of six (6) months, a further review of the traffic
problems of Kingwood should be conducted by the City. If
the traffic problems still exist, the Committee recommends
that the staff explore with the residents the concept of
mid block closings of certain streets.
SECTION 2. The foregoing recommendations are hereby
adopted, with this exception: a period of nine (9) months rather
than six (6) should be allowed before any further review as
contemplated by the recommendation numbered 7.
SECTION 3. All agencies of the City having responsibility
in connection with the matters hereinbefore mentioned are hereby
directed to take the necessary action to effect these
recommendations.

Resolution Regarding the Kingwood
Traffic Problems
On September 20, 1983, the City Board adopted the
recommendations of the Planning Commission pertaining to the
Kingwood traffic problems. In order to meet your directive,
it is necessary to make minor modifications in the
recommendations reflected in Resolution No. 7,058. Attached
is the modified version of the recommendations which will be
followed in our effort to implement the recommendations.
The attachment highlights areas where modifications are
required.
