3 A RESOLUTION AWARDING A CONTRACT TO GARVER
4 ENGINEERS, LLC FOR QUALITY ASSURANCE SERVICES FOR
5 CLOSING CELL 2 OF THE LITTLE ROCK CLASS 1 LANDFILL; AND
6 FOR OTHER PURPOSES.

8 WHEREAS,
the City of Little Rock owns and operates a
Class 1
landfill
9 permitted by the
Arkansas Department of Environmental Quality
and that
permit
10 requires closure work as landfill cells are completed, and
11 WHEREAS, Garver Engineers, LLC responded to a Request for Qualifications
12 and was selected as the most qualified firm for the project.
13 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
14 OF THE CITY OF LITTLE ROCK, ARKANSAS:
15 Section 1. The City Manager is hereby authorized to award a contract and
16 execute an agreement with Garver Engineers, LLC, in an amount not to exceed One
17 Hundred Eight Thousand, Twenty and 10 /100 dollars ($108,020.00), representing
18 ($98,200.00 plus 10% contingency) for contract quality assurance of the Cell 2 closure
19 plan for the Class 1 landfill.
20 Section 2. Funding for the project is available from the Solid Waste Bond Fund,
21 603B -BSA 5.
22 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
23 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
24 unconstitutional, such declaration or adjudication shall not affect the remaining
25 portions of the resolution which shall remain in full force and effect as if the portion so
26 declared or adjudged invalid or unconstitutional was not originally a part of the
27 resolution.

Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that
are inconsistent with the provisions of this resolution, are hereby repealed to the extent
of such inconsistency.
