A RESOLUTION MAKING APPOINTMENTS,
REAPPOINTMENTS AND REINSTATEMENTS TO THE CITY
OF LITTLE ROCK PROJECT PROGRESS COMMITTEE,
AMERICANS WITH DISABILITIES ACT CITIZEN'S
GRIEVANCE COMMITTEE; ARTS AND CULTURE
COMMISSION, BOARD OF ADJUSTMENT, COMMISSION
ON CHILDREN YOUTH AND FAMILIES, COMMUNITY
HOUSING ADVISORY BOARD, CONSTRUCTION BOARD OF
ADJUSTMENT, MACARTHUR MILITARY HISTORY
MUSEUM COMMISSION, MIDTOWN REDEVELOPMENT
DISTRICT NO. 1 ADVISORY BOARD, RACIAL AND
CULTURAL DIVERSITY COMMISSION, SISTER CITIES
COMMISSION, AND LITTLE ROCK ZOO BOARD OF
GOVERNORS AND FOR OTHER PURPOSES.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. The following named persons are hereby appointed, reappointed, or reinstated as
members of the following Boards and/or Commissions:
PROJECT PROGRESS COMMITTEE
Ellen Carpenter, appointed to as Ward 1 representative, said term shall expire three years
after 3 -9 -04 (initial appointment date) or until the projects funded with proceeds of the Bond
Issue are completed, whichever occurs first.
AMERICANS WITH DISIBILITIES ACT CITIZEN'S GRIEVANCE COMMITTEE -
Allene Higgins, appointed to serve a full 4 -year term (replacing Michael Triplett); said
term expiring July 6, 2007.
John M. Wyrick, appointed to serve a full 4 -year term (replacing Bang M Vuletich); said
term expiring July 6, 2007.
ARTS AND CULTURE COMMISSION
Dr. Robert Clowers (At- Large), appointed to serve a full three -year term (replacing Ryan
Lasiter), said term expiring April 2, 2007.
Debra Grandle (At- Large), appointed to serve an unexpired term left vacant by Blair
Fortner, said term expiring April 2, 2006.
Collette D. Honorable (At- Large), reappointed to serve a full three -year term (first), said
term expiring April 2, 2007.

Dr. Soledad H D Jasin (At- Large), reappointed to serve a full three -year term (first), said
term expiring April 2, 2007.
Reita Walker Miller (At- Large), reappointed to serve a full three -year tem (first), said term

Debra Harris (At- Large), appointed to serve a full three -year term (replacing Scott
Richburg), said term expiring February 19, 2007.
David C. Wilbourn (Civil Engineer), appointed to serve a full three -year term ( replacing
William Ruck), said term expiring February 19,2007.
COMMISSION ON CHILDREN, YOUTH, AND FAMILIES
Mary Paal (At- Large), reappointed to serve a full three -year term (first), said term expiring
February 28, 2007.
Chara Stewart (Public Health), reappointed to serve a full three -year term (first), said term
expiring February 28, 2007.
Keith Strickland (At- Large), reappointed to serve a full three -year tem (first), said term
expiring February 28, 2007.
Norith Ellison (substance Abuse), reinstated to complete his term, said term expiring February
28, 2005.
Katherine Mitchell (Little stock school District), appointed to serve an unexpired term left vacant
by Judy Magness, said term expiring February 28, 2006.
COMMUNITY HOUSING ADVISORY BOARD
Darryl Swinton (Non -Profit CDC), appointed to serve an unexpired term left vacant by Steve
Bradley, said term expiring June 2, 2004.
Mark D. Ross (Lending Institute), appointed to serve an unexpired term left vacant by Pamela
Zeigler -Petty, said term expiring June 2, 2005.
CONSTRUCTION BOARD OF ADJUSTMENT AND APPEALS
Terry G. Burruss (Architect), appointed to serve a full four -year term (first), said term
expiring January 05, 2008.

Deborah Baldwin, reappointed to serve a full three -year term (first), said term expiring
February 21, 2007.
Charles L. Carpenter, Jr., reappointed to serve a full three -year term (second), said term
expiring February 21, 2007.
Rick Comer, reappointed to serve a full three -year tem (second), said term expiring
February 21, 2007.
C.C. "Chip" Culpepper, reappointed to serve a full three -year term (third), said term

Bret Parke Jr., appointed to serve a full three -year term (replacing Dr. Nolan Simmons),
said term expiring February 21, 2007.
Theresa Wyrick, appointed to serve a full three -year term (replacing Robert Taylor), said

MIDTOWN REDEVELOPMENT DISTRICT NO.1 ADVISORY BOARD
The initial seven members of the Advisory Board shall draw lots for initial terms of one-
year (2 members), two -year (2 members), or three -year (3 members) terms.

Terry Belle (At- Large), reappointed to serve a full three -year term (first), said term expiring
March 31, 2007.
Teresa Belew (At- Large), reappointed to serve a full three -year tem (second), said term
expiring March 31, 2007.

Shelia Vaught, appointed to serve a full five -year term (replacing Charlotte Gadberry),
said term expiring January 5, 2009.

SECTION 2. This resolution shall be in full force and effect from and after its adoption.
