3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO CONTRACTS WITH KIWANIS CLUB PFEIFER
5 CAMP AND LITTLE ROCK BOYS AND GIRLS CLUB, IN AN
6 AMOUNT NOT TO EXCEED $123,759, TO PROVIDE YOUTH
7 CITYWIDE OUT -OF- SCHOOL PROGRAMS FOR THE LITTLE
8 ROCK COMMUNITY; AND FOR OTHER PURPOSES.

10 WHEREAS, the City of Little Rock is committed to providing prevention,
11 intervention, and youth development programs and services to enhance public safety
12 and community- building, and
13 WHEREAS, the City advertised a formal Bid No. 04 -211 to solicit proposals for
14 Citywide, out -of- school youth programs and services for Little Rock youth, and
15 WHEREAS, the City provides enhancement services for the Little Rock
16 community with a specified number of providers based upon youth population, and
17 WHEREAS, a review committee met and reviewed the proposals submitted,
18 determined the lowest responsible and responsive bidders, and recommends the
19 following contractors for awards for citywide services to youth; and
20 WHEREAS, the Little Rock Commission on Children, Youth and Families met
21 March 12, 2004, reviewed the recommendation of this review committee, and hereby
22 approves and endorses this recommendation to the Board of Directors.
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
24 THE CITY OF LITTLE ROCK, ARKANSAS:

Section 1. The City Manager is authorized to enter into contracts with the
following organizations for Citywide programs:
1. Little Rock Boys /Girls Clubs — Whetstone Unit $ 21,290.00
2. Little Rock Boys /Girls Clubs — Penick Unit 21,290.00
3. Little Rock Boys /Girls Clubs — Billy Mitchell Unit 21,290.00
4. Pfeifer Camp — East 19,963.00
5. Pfeifer Camp — Midwest 19,963.00
6. Pfeifer Camp — Southwest 19,963.00
Section 2. Funds for these programs are from FUTURE - Little Rock tax
revenue specified for prevention, intervention, and treatment programs, account
number 105 - 035 -T214.
Section 3. The term of the contract is for March 17, 2004 to December 31, 2004.
Section 4. Severability. In the event any portion of this resolution is declared or
adjudged to be invalid or unconstitutional, such declaration or adjudication shall not
affect the remaining portions of this resolution, which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional was not
originally a part of this resolution.
Section 5. Repealer. All resolutions, and parts thereof, which are in conflict with
any provision of this resolution are hereby repealed to the extent of such conflict.
