3 A RESOLUTION AUTHORIZING THE EXECUTION OF AN
4 INTERLOCAL AGREEMENT BETWEEN THE CITY OF LITTLE
5 ROCK, ARKANSAS AND FAULKNER COUNTY, ARKANSAS,
6 GRANTING THE LITTLE ROCK AMBULANCE AUTHORITY
7 ( "LRAA ") D /B /A METROPOLITAN EMERGENCY MEDICAL
8 SERVICES ( "MEMS ") AN EXCLUSIVE FRANCHISE TO
9 PROVIDE AMBULANCE SERVICES TO FAULKNER COUNTY,
10 ARKANSAS; AND FOR OTHER PURPOSES.

12 WHEREAS, the City of Little Rock and Faulkner County, Arkansas wish to enter
13 into an interlocal agreement to provide ambulance service to the citizens of Faulkner
14 County, as has been done with certain cities and counties adjacent to Little Rock, and
15 WHEREAS, the Little Rock Ambulance Authority d/b /a MEMS has represented
16 to this Board that it has the capability and resources to provide such service without
17 increasing expenses, rates, or response times for Little Rock citizens or other
18 participating entities, and
19 WHEREAS, this Board believes that it is beneficial to have MEMS provide
20 ambulance services to Faulkner County, Arkansas and thereby promote the health and
21 welfare of the citizens of Little Rock and Faulkner County, and
22 WHEREAS, the delivery of emergency and non - emergency ambulance services
23 to Faulkner County will enhance MEMS' financial soundness and increase its ability to
24 deliver high - quality emergency medical services to all citizens.

I NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
2 THE CITY OF LITTLE ROCK, ARKANSAS:
3 Section 1. The Board hereby authorizes the Mayor to enter into a five (5) year
4 interlocal agreement with Faulkner County, Arkansas, granting MEMS an exclusive
5 franchise to provide ambulance services (emergency and non- emergency) to Faulkner
6 County, Arkansas.
7 Section 2. For purposes of this resolution, the term "ambulance services" shall
8 include the transportation and care provided the critically ill or injured prior to arrival
9 at a medical facility and within a medical facility subject to the individual approval of
10 the medical staff and governing board of that facility, and further the transport to or
11 from medical facilities including but not limited to hospitals, nursing homes,
12 physician's offices, and other health care facilities, of persons who are infirm or injured
13 and who are transported in a reclining position or who are ill but considered to be non-
14 emergency in status and who request ambulance transportation.
15 Section 3. Severability. In the event any portion of this resolution is declared or
16 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not
17 affect the remaining portions of this resolution, which shall remain in full force and
18 effect as if the portion so declared or adjudged invalid or unconstitutional was not
19 originally a part of this resolution.
20 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which
21 are in conflict with any provision of this resolution are hereby repealed to the extent of
22 such conflict.
