3 A RESOLUTION TO AUTHORIZE LOCAL GOVERNMENT
4 ENDORSEMENT OF FLAKE- WILKERSON MARKET INSIGHTS
5 MIDWEST, LLC, LOCATED AT 333 EXECUTIVE COURT, SUITE
6 100, LITTLE ROCK, ARKANSAS, TO PARTICIPATE IN THE
7 ADVANTAGE ARKANSAS PROGRAM; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, the regulations of the Advantage Arkansas Program, formerly the
11 Arkansas Enterprise Zone Program, require local government endorsement of business
12 or enterprises that wish to participate in and take advantage of the program, and
13 WHEREAS, Flake- Wilkerson Market Insights Midwest, LLC has been declared
14 by the management of the Advantage Arkansas Program to be an appropriate
15 application and benefit from the features of the program, and
16 WHEREAS, Flake- Wilkerson Market Insights Midwest, LLC has agreed to
17 furnish to the management of the Advantage Arkansas Program all information
18 necessary to assure compliance with the terms and conditions of the program.
19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
20 THE CITY OF LITTLE ROCK, ARKANSAS:
21 Section 1. The City endorses and the Mayor is authorized to execute any
22 required Certificate of Local Government Endorsement of Flake- Wilkerson Market
23 Insights Midwest, LLC to participate in the Advantage Arkansas Program and to be
24 eligible to benefit from any refunds and tax credits, including City gross receipts and

1 compensating use tax credits, in accordance with the regulations of the Advantage
2 Arkansas Program.
3 Section 2. To the extent the City has authority to grant such authority, the
4 Department of Finance and Administration is authorized to refund any City sales and
5 compensating use taxes collected from Flake - Wilkerson Market Insights Midwest, LLC
6 during the period of time that it participates in the Advantage Arkansas Program.
7 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
8 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
9 unconstitutional, such declaration or adjudication shall not affect the remaining
10 portions of the resolution which shall remain in full force and effect as if the portion so
11 declared or adjudged invalid or unconstitutional was not originally a part of the
12 resolution.
13 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that
14 are inconsistent with the provisions of this resolution, are hereby repealed to the extent
15 of such inconsistency.
