3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO CONTRACTS FOR PROFESSIONAL SERVICES FOR FIRE
5 AND POLICE CONSTRUCTION AND RENOVATION PROJECTS AS
6 PART OF THE 2004 BOND PROJECTS; AND FOR OTHER PURPOSES.

8 WHEREAS, the voters of Little Rock approved a Seventy Million, Six Hundred
9 Thirty-five Thousand Dollar ($70,635,000) Limited Obligation Capital Improvement
10 Bond Issue (Series 2004) at an election held on November 4, 2003, and
11 WHEREAS, the ballot listed projects to be funded with proceeds of the bonds to
12 be issued included construction and renovation for the Little Rock Police and Fire
13 Departments, and
14 WHEREAS, Request for Statements of Qualification and Performance Data, No.
15 03281, was issued and, after review of the responses by the Selection Committee, the
16 following firms were selected based upon their proposals:
17 A. Market Row for Architectural /Engineering services for the Fire Training
18 Building and 9 -1 -1 renovation projects;
19 B. WD &D for Architectural /Engineering services for renovations to Fire
20 Station #16;
21 C. Johnson & Chism for Architectural /Engineering services to renovate Fire
22 Station #17;
23 D. Cromwell for Architectural /Engineering services for the burn building,
24 grounds, parking and fire training props;
25 E. Gaskin Hill Norcross for Architectural /Engineering services to renovate
26 Central Fire Station;

15 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
16 THE CITY OF LITTLE ROCK, ARKANSAS:
17 Section 1. The Board of Directors hereby authorizes the City Manager to enter
18 into a contract with Market Row for architectural /engineering services for the Fire
19 Training Building and 911 projects, with the fee for such services to be negotiated
20 between the parties.
21 Section 2. The Board of Directors hereby authorizes the City Manager to enter
22 into a contract with WD & D for architectural /engineering services for renovation of
23 Fire Station #16, with the fee for such services to be negotiated between the parties.
24 Section 3. The Board of Directors hereby authorizes the City Manager to enter
25 into a contract with Johnson & Chism for architectural /engineering services to renovate
26 Fire Station #17, with the fee for such services to be negotiated between the parties.

15 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF

1 Section 4. The Board of Directors hereby authorizes the City Manager to enter
2 into a contract with Cromwell for architectural /engineering services for the burn
3 building, ground, parking and fire training props, with the fee for such services to be
4 negotiated between the parties.
5 Section 5. The Board of Directors hereby authorizes the City Manager to enter
6 into a contract with Gaskin Hill Norcross for architectural /engineering services to
7 renovate Central Fire Station, with the fee for such services to be negotiated between the
8 parties.
9 Section 6. The Board of Directors hereby authorizes the City Manager to enter
10 into a contract with The Renshaw Firm for architectural /engineering services to
11 renovate Fire Stations #7, #19 and #2, with the fee for such services to be negotiated
12 between the parties.
13 Section 7. The Board of Directors hereby authorizes the City Manager to enter
14 into a contract with Stuck Associates for architectural /engineering services to renovate
15 Fire Stations #9 and #20, with the fee for such services to be negotiated between the
16 parties.
17 Section 8. The Board of Directors hereby authorizes the City Manager to enter
18 into a contract with Fennell Purifoy for architectural /engineering services to renovate
19 Fire Stations #4 and #10, with the fee for such services to be negotiated between the
20 parties.
21 Section 9. The Board of Directors hereby authorizes the City Manager to enter
22 into a contract with Dan F. Stowers for architectural /engineering services to renovate
23 Fire Stations #18 and #12, with the fee for such services to be negotiated between the
24 parties.
25 Section 10. The Board of Directors hereby authorizes the City Manager to
26 enter into a contract with the Benham Co. for architectural /engineering services to

2 between the parties.
3 Section 11. The Board of Directors hereby authorizes the City Manager to
4 enter into a contract with Woods Cardine for architectural /engineering services to
5 renovate Fire Stations #21, #3 and #11, with the fee for such services to be negotiated
6 between the parties.
7 Section 12. The Board of Directors hereby authorizes the City Manager to
8 enter into a contract with Matrix IV Architects for architectural /engineering services to
9 renovate Fire Stations #14 and #15, with the fee for such services to be negotiated
10 between the parties.
11 Section 13. Funds for these services are to be allocated from the $70,635,000
12 Limited Obligation Capital Improvement Bond Issue (Series 2004).
13 Section 14. Severability. In the event any title, section, paragraph, item,
14 sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid
15 • or unconstitutional, such declaration or adjudication shall not affect the remaining
16 portions of the resolution which shall remain in full force and effect as if the portion so
17 declared or adjudged invalid or unconstitutional was not originally a part of the
18 resolution.
19 Section 15. Repealer. All laws, ordinances, resolutions, or parts of the same, that
20 are inconsistent with the provisions of this resolution, are hereby repealed to the extent
21 of such inconsistency.
