HomeMy WebLinkAbout11549F- L 1 RESOLUTION NO. 11,549 K 3 A RESOLUTION TO AUTHORIZE THE ISSUANCE OF A 4 REQUEST FOR PROPOSAL FOR FEDERAL COMPASSION 5 CAPITAL FUND GRANT MATCHING FUNDS; TO 6 APPROPRIATE NINETY THOUSAND DOLLARS ($90,000) 7 THEREFOR; AND FOR OTHER PURPOSES. 0 9 WHEREAS, on June 26, 2003, the Federal Department of Health and Human 10 Services announced the availability of $4,200,000 from the Compassion Capital Fund 11 (CCF) with an application deadline of July 28, 2003, and 12 WHEREAS, the purpose of the grant is to provide eligible organizations with 13 funds to enable them to deliver capacity building assistance to help local organizations 14 that deliver social services and programs to improve effectiveness and broaden their 15 funding base, and 16 WHEREAS, eligible applicants include experienced intermediary organizations 17 with established relationships with local organizations as well as a proven track record 18 in providing technical assistance to such groups, and 19 WHEREAS, this grant provides a unique opportunity to increase capacity 20 building in organizations that deliver social services and programs in the City, 21 including services to children, youth, and their families, thereby improving the public 22 health, safety, and welfare of the citizens of Little Rock, and 23 WHEREAS, the City desires to encourage experienced intermediary 24 organizations within the City of Little Rock to apply for this federal grant in an amount [PAGE 1 OF 4] Resolution To authorize RFP for Federal Compassion Capital Fund Grant Matching Funds 0 9 1 WHEREAS, the Compassion Capital Fund Grant requires a twenty-five percent 2 (25 %) match to which the City will appropriate up to Ninety Thousand Dollars 3 ($90,000) to the successful applicant via contractual agreement consistent with the 4 requirements of the federal grant. 5 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 6 THE CITY OF LITTLE ROCK, ARKANSAS: 7 Section 1. The Board of Directors hereby authorizes the issuance of a request for 8 proposal for Federal Compassion Capital Fund matching funds in an amount not to 9 exceed Ninety Thousand Dollars ($90,000) for the Federal Compassion Capital Fund 10 Grant match requirement. Funds for this match are allocated in Special Project Fund 11 Account 210. 12 Section 2. Eligible applicants within the City of Little Rock are authorized to 13 apply in their own name for the Compassion Capital Fund and use this resolution as 14 evidence of matching fund commitment. 15 Section 3. Should the grant application prove unsuccessful, these funds shall no 16 longer be obligated and shall return to the Department of Community Programs. 17 Section 4. Severability. In the event any title, section, paragraph, item, sentence, 18 clause, phrase, or word of this resolution is declared or adjudged to be invalid or 19 unconstitutional, such declaration or adjudication shall not affect the remaining 20 portions of the resolution which shall remain in full force and effect as if the portion so 21 declared or adjudged invalid or unconstitutional was not originally a part of the 22 resolution. 23 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that 24 are inconsistent with the provisions of this resolution, are hereby repealed to the extent 25 of such inconsistency.
