RESOLUTION NO. 11,489
A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
ENTER INTO A CONTRACT WITH MESA LANDSCAPE
ARCHITECTS, INC. TO PROVIDE ARCHITECTURAL
DESIGN AND CONSULTATION SERVICES; AND FOR
OTHER PURPOSES.
WHEREAS, the City of Little Rock is committed, pursuant to the City's updated
master plan for the Zoo, to providing improvements to the Little Rock Zoo that will
capture the imagination of the public, further enjoyment of the Zoo by residents and
tourists, promote animal welfare in exhibits that reflect natural habitats, provide
improved access to the disabled, and upgrade facilities to meet or exceed USDA, EPA,
AZAA and other standards, and
WHEREAS, through Little Rock, Ark., Ordinance No. 18,405 (December 12,
2000), upon the recommendation of the Zoo Director and the Zoo Board of Governors,
the Board of Directors approved the addition of an African exhibit to the list of projects
to be funded with proceeds from the $16,405,000 City of Little Rock, Ark., Capital
Improvement Revenue Bonds: Parks & Recreation Projects (Series 1998A), and
WHEREAS, on December 3, 2002, the City issued and then advertised a formal
request for qualifications through Bid No. 02302 for design and consultant services for
the African Veldt and Conservation Outpost at the Zoo, and
WHEREAS, a review committee met and through a competitive selection process
reviewed the qualifications submitted and selected MESA Landscape Architects, Inc. as
the most qualified respondent for this project, and
WHEREAS, a total contract price of $50,000 was negotiated for design and
consultant services for the African Veldt and Conservation Outpost.

1 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
2 THE CITY OF LITTLE ROCK, ARKANSAS:
3 Section 1. The City Manager is authorized to enter into a contract with MESA
4 Landscape Architects, Inc. for design and consultant services for the African Veldt and
5 Conservation Outpost in an amount not to exceed $50,000.
6 Section 2. Severability. In the event any portion of this resolution is declared or
7 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not
8 affect the remaining portions of this resolution, which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional was not
10 originally a part of this resolution.
11 Section 3. Repealer. All ordinances and resolutions, and parts thereof, which
12 are in conflict with any provision of this resolution are hereby repealed to the extent of
13 such conflict.
