A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO RENEW
WITH UNUM THE LONG -TERM DISABILITY BENEFITS POLICY FOR
NON - UNIFORM CITY EMPLOYEES WITH UNUM; AND FOR OTHER
PURPOSES.
WHEREAS, of the nine responses to the February, 1998, City published request for
proposals to provide long -term disability benefits for non - uniform City employees it was
determined that UNUM provided the lowest responsible and responsive offer, and
WHEREAS, a contract with UNUM was authorized in Little Rock, Ark., Resolution
No. 10,247 (April 21, 1998), which not only provided for an initial two -year term, but also
authorized up to two additional two -year renewal terms if renewal was deemed to be in
the best interests of the City, and
WHEREAS, having anticipated a premium increase of twenty percent (20 %) the
City learned that the guaranteed renewal premium with UNUM for a two -year period
would be only eleven percent (11 %), and
WHEREAS, the premium cost for these benefits has already been factored in as a
part of the non - uniform employee salary expense identified in Little Rock, Ark., Ordinance
No. 18,607 (December 18, 2001), the 2002 City Budget Ordinance, so no new funds need to
be appropriated for this particular contractual agreement,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:

i Section 1. The City Manager is authorized to enter into a two -year renewal term,
2 as the second and final such renewal, with UNUM to provide long -term disability benefits
3 for non - uniform City employees, for the period of May 1, 2002 to April 30, 2004, pursuant
4 to the renewal rate that UNUM guaranteed in response to the inquiry by the City
5 Department of Human Resources.
6 Section 2. Funds for this contractual renewal have already been factored in as a
7 portion of the non - uniform employee salary expense set forth in the 2002 City Budget
8 ordinance.
9 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
10 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
11 unconstitutional, such declaration or adjudication shall not affect the remaining portions
12 of the resolution which shall remain in full force and effect as if the portion so declared or
13 adjudged invalid or unconstitutional was not originally a part of the resolution.
14 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with
15 this resolution are hereby repealed to the extent of such inconsistency.
