RESOLUTION NO. 11,192
A RESOLUTION TO AUTHORIZE AN INCREASE IN FEES FOR THE
USE OF VARIOUS FACILITIES OF THE LITTLE ROCK
DEPARTMENT OF PARKS & RECREATION; TO REPEAL LITTLE
ROCK, ARK., RESOLUTION NO. 9,588 (DECEMBER 26, 1995) TO
ACCOMPLISH THIS INCREASE; TO DECLARE JANUARY 1, 2002,
THE EFFECTIVE DATE OF THIS INCREASE IN FEES; AND FOR
OTHER PURPOSES.
WHEREAS, the City has not created a new structure for user fees for the Little Rock Department of
Parks & Recreation Zoo since 1995 as set forth in Little Rock, Ark., Resolution No. 9,588 (December 26,
1995); and,
WHEREAS, in Little Rock, Ark., Ordinance No. 17,690 (March 17, 1998), the City authorized the
issuance of capital improvement revenue bonds pursuant to Amendment 65 of the Arkansas
Constitution, the proceeds of which would finance improvements to the Little Rock Zoo and the Little
Rock Department of Parks & Recreation, and provided that the revenues from zoo and parks and
recreation activities, among other non -tax revenues, would be used to pay the debt service on the bonds,
and
WHEREAS, the efficient operation of the Little Rock Department of Parks & Recreation requires
that additional fees be charged to mark, among other things, the costs of operation and maintenance that
have increased since 1995, and
WHEREAS, prior to recommending the suggested fees set forth in this resolution, the City
surveyed similar facilities within the area to assure that the proposed increases are fair and reasonable
and, that they bear a reasonable relationship to the benefits provided to those persons who choose to pay
the fees, and
WHEREAS, in addition, the staff of the Parks & Recreation Department, and several citizens,
reviewed the recommended adjustments and agreed that they constitute an equitable value for the
services provided and the facilities made available for public use,
NOW, THEREFORE, BE I7 ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:

Section 1. Effective on January 1, 2002, Little Rock, Ark., Resolution No. 9,588 (December

26, 1995), is hereby repealed to the extent that it sets fees for use of the facilities
of the Little Rock Parks &

Recreation Department, and in its stead the fee structure set forth in this Resolution
as adopted.

Section 2. River Market. Amphitheater, and Julius Breckling

for use of the River Market building, catering, pavilions and plaza, and the Julius Breckling Riverfront

(0 Lessons. Teaching professionals are USPTA certified and conduct private and /or
group lessons for juniors and adults, from beginners to tournament players. Completion of adult
beginner group lessons, costing $54 for 6 one hour sessions (rackets provided if needed) enable players to
enter beginner leagues.
(g) Rules and Regulations. Non -Prime Time and Prime Time tennis has a minimum of
1.5 hours of play. Three free backboards are available on a first -come first -serve basis. Youth 16 and
under play free of charge; however paying customers will have priority.
(h) ATA Tournament. Due to the nature of tennis tournaments, it is difficult to do exact
block fee structuring. After consideration of different formats, the following is the most efficient for

Section 12. Marketing Discounts. For marketing purposes, staff may from time to time run
season specials which may feature a discounted rate.
Section 13. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
resolution.
Section 14. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution
are hereby repealed to the extent of such inconsistency.
